i am also from the mission sro collaborative. just like kendra, i am going to read a statement from someone who could not be here. he writes, myself, i recently coming out of homelessness from being on the streets and parks to shelters. i will be getting an sro on geary street, but it has been quite an experience, not the best one, i might add. the system is broken and mismanaged in needs to be fixed. people like us who are low- income on the poverty line, that we can have a good quality live, and needless to say and quality of life that is affordable to us. and then, what he wants the supervisors to do, he really wants to reach out to the community and not judge and to try to experience what it is like to go through and to see if, if they like it, and then maybe then everyone will understand what it is actually like, so i want to say apart from that, my own experience working out the collaborative, a lot of people when they hear where i work, they ask me questions about affordable housing, and the first thing that i say to them

now they are more district sro's. most of them high of an sro or two that handle all of the schools. bayview, i believe, has three. one of them is on disability. they are responsible for all of the schools, rather than being assigned to a school like it was when we were back in 1971. supervisor kim: this is still the case that sometimes they start earlier and the shift ends early? were you able to address that issue? >> overtime use to make it a 12 hour day and patrol was only 10 hours days. the school is a five day week. we need it twice as many. it was what ever. the reason that they start before is a lot of the problems is before school. you wanted the sro's to be amongst the corridors before school. then at the day was to the point where by the time they got out of school, the officer had run the 10-hour day or eight-hour day. we tried to do it with cut and paste of swing shift officers. it was hard to get one officer to be in both places. it there was only one officer, then they had no one outside. it seemed to b

in they sro's in san francisco, we have bullying going on in the building. at the ambassador hotel. i do now shontay. i was in the elevator, 3:50 p.m., and i could not grieve until i saw someone who was going to have something for her on thursday. she was a great lady. she got her own car. she was a great advocate here. but i think to also let you know, i heard you all yesterday. more supervisors to spend the week at teh sro's, and to start at the ambassador, where the band played on in the 1980's. you can get in touch with the roots there. there is stuff going on in our neighborhoods that people just do not respect each other, and sro's, they are not homeless people, but that are single room occupancy. if we could just have our rooms and double size, so we have more sizes here. i am amazed that you already know this. my neighbor on the four that i've lived in the, and i really hope that you all can pull up the proposition about the medical marijuana, proposition s, so thank you. president chiu: thank you. next speaker. >> i am -- in the bible, a king in israel, and it was interesti

there is no different constitution for people living in sro's. they say the officers come in and intimidate physically or verbally into handing over the passkey. if this were happening anywhere , but sro's, there would be outcry. chief suhr, a ban has been called on the use of master keys at the sro. can you discuss whether this is a viable option or why the officers should use them? >> i am aware of that, but consent is also a lawful search, and i know a lot of these hotels would just as soon we not be breaking down their doors and paying to fix the doors or the police department can secure the door and then they have to put a person on the door, and that leads to other theft from folks in the hotel. so, i certainly would look at it and consider it, but i think that's if there is lawful consent given and the past key is used or the person's own key is used, it ends up being, as many things are in this day and age, a cost issue. >> i would like to weigh in. can you imagine police officers arriving at the ritz carlton, informing the front desk they would like a key that opens all the hotel rooms, and no, they do not need an escort. they just will be doing what they would like. there would be public outcry. and the only reason that there is a public outcry about the use of master ke

[laughter] >> one of the issues in some of the sri's -- sro's, i know that some of the efficiencies require kitchens and bathrooms, but the potential was also here that the common area oftentimes gets mentioned, but it does not get created or up capped. so, as we go through this new kind of test of efficiency units, i think that we really need to be careful about enforcing common area usage. when you name it as something that you actually keep it in. some claim to have community kitchens, there are no fixtures, no kitchen. i think it is lighter than air, when you have a dancer -- denser situation, you need to pay attention to open space, light and air, things that become more necessary when you have a denser population. >> i would like to make a comment. i have the same thoughts that commissioner walker had about common areas, and a host of other things. but i realized was that what is being proposed here is the minimum standards, right? i think i would like to say that i am supportive of this as a minimum standard, but i would like to leave it up to the developers, innovators, and builders

the conversions of both apartments and sro's to non residential use. there is a big uptick in the conversion of apartments. i only have four copies of this. golden gate apartments has lost over 100 units. there is also a surge in the conversion of apartments to student housing. i want to thank supervisor wiener. many of us have been asking about this for five or more years. thank you for that. there is a big uptick in the conversion of single room occupancy hotel rooms. i want to hand in a report that shows that over 1000 units are at risk right now because of an upsurge in the rental on the internet. would be helpful to you -- what would be helpful is something we have been talking about for a while. a housing dashboard. it would have the housing being built that year. i just use these numbers as illustrative. it would break them into a market rate, affordable. look at the conversions. you could end up with a much lower number. also put the pipeline in there that shows what we know and the planning department is talking about that is approved. if you

[chime] i challenge supervisor wiener living a week in an sro. >> i'm tommy, and every day, i see that people are desperate. they are scared to death that they will lose the place they have, and even if they are paying 60% of their income on rent. even if it is a small room in a basement without heat, windows, or good circulation. it is better than the alternative of living on the streets. a whole family can be living in one of those rooms. babies were continually bitten by bedbugs, every night. or roaches crawling in their mouths at night when they got into their beds. how do you explain that to a child? how do you explain why they have to live in squalor? the city has lost its moral compass. many of these poor and working- class folks are signed up on waiting lists. they wait patiently from year to year, hopeful that their number will be called and they will be one of the lucky ones who actually get a unit. some die before they ever get called. they find themselves at another dreadful place, caught in a vicious cycle of poverty that can't and because the rent is immorally high and st
