thank you. >> good afternoon, thomas picorillo, sro tenant. at this time, the sro taskforce has no effective tenant representation. the task force is proposed of primarily city departments and sro collaboratives. we are here today because the last tenant representative was expelled from the sro taskforce for not participating. the same people advocating now for mr. nelson or ms. cirilo were the ones who represented mr. flanagan previously at the previous rules committee. i am supporting mr. pitts. i have been around the sro task force the last three years, and so has mr. pitts. he has been instrumental in convincing the task force to increase the membership of the committee to 2 the what pennant representatives, and wisely the supervisors adopted that policy -- to two tenant representatives, and wisely the supervisors adopted the policy. i have never seen the others at a task force meeting in the last three years. there is already a representative on the task force from the mission sro collaborative. ms. cirilo has her hands full trying to get

tenant rights. there has been bouncing from room to rooms that happens in sro's that are not funded by the city, where tenants do not have rights. as an advocate, these would be the things of a strategy is with the city to improve. i think it is a travesty that children grow up in sro's. a month to share a real experience with you. thank you. i want to share a real experience with you before i finish. when i moved into this sro, there was a little boy, three years old. i watched him learn to ride a bicycle in the hallway of an sro, from a tricycle to the training wheels to having them taken off. he is going to be six this year. if i get on this sro taskforce, it is going to be my goal. i am going to work tirelessly to make sure he and his family can get moved into permanent housing. i think it is unsafe, inadequate, and unacceptable that we allow families to live in sro's. that is what i want to be on the sro task force, just like a wanted to be on the shelter monitoring committee. there is drastic reform that needs to be in place, and i am here to make that happen. supervisor farrell: just a quick qu

i am a tenant in an sro. the problems i have had are extensive. 34 violations of notice and the building in the three-year. period. just to talk about 3 recently. no heat for eight days. no electricity for seven days. no hot water for five days. i have contacted dbi and i have to say the inspectors have been there promptly, they did their job. the issue a notice of violation, and the process stops. nothing happens. i have gone as far as going into ms. day's office after five days without electricity, and that had raised a stink. senior staff finally got out there. they said, a pg&e could not get out there. well, they were there within one hour once i got to ms. day's office. then they found out they did not have permits for the work. the process does not work. i met with mr. sweeney and his senior staff. they tell me the only thing they can do is issue a notice of violation. they have no way to compel the landlord to make repairs. eventually, they go to a director's hearing and eventually they will be penaliz

this city, having been an attorney who represented tenants who live in a lot of run-down places, to now be able to walk into these well-managed places, sro's, half of which are focused on our homeless or formally- homeless persons. i also want to recognize the incredible efforts by some in the different people who have come together to make this happen. i know a lot of these people personally. so many of the entities in between. when deraa was describing the entities they came together to forge a $31 million it took, he named seven different agencies that had to combine themselves in different ways, including redevelopment, housing, state, and all of these entities have to work together. i am so glad that we have a mayor's office of housing that can help with a reputable community-based agency to forge this kind of relationship. because, when you are working in a building where you also promiseall of the construction g on, and when our goal is to make this building seismically safe, and when every unit gets a working bathroom, accessible showers on every floor come and that people can live here while that is happening, that is an incredibl
