st. louis county. look at the racial disparities between police and residents around st. louis. in ferguson, 63% are black. 83% of the police force is white. in river view, 70% of residents are black, but the police department is 91% wet. dellwood, 79% of the residents are black and 94% of the police department is white. isn't it understandable residents feel upset if law enforcement isn't representative of their community? >> absolutely. they have every reason to be upset based on that as well as the way they are treated when they come into the court and representatives of the government. i want to be clear. our position is you can have african-americans on the police force and that would be a welcome first step. it doesn't change some of the structural problems that are there. i'm glad the department of justice will investigate. the way the law is developed, the word of a police officer is favored over the word of an individual. i'm not sure what the department of justice can do about that. there are broader problems than what's going on in ferguson or even st. louis county th

st. louis county. so this is certainly long overdue. >> all right. let's get back to those jarring numbers and another symptom of, as you say, a community overdue for change some of kind. 33,000 arrest warrants for nonviolent offenses in a town of just 21,000. it's hard to believe. how do members of the community deal with working to pay af those fines with the possibility of arrests hanging over their heads? >> it's a revolving door. you know, i've spoken with friends and people within that community so often. you get a warrant. you have to pay the fee to get the ticket off your back. pay the fee for a lawyer, et cetera, et cetera. and it racks up so much that it's almost to the point where people just give up. you know, you get pulled over. it's not just in the city of ferguson. within st. louis county you have almost 94 different municipal police departments. so say you may have a warrant in neighboring jennings and in ferguson. you get pulled over in jennings. they take you in. mess you around there and they take you back to the city of ferguson.

st. louis county police departments used excessive force against demonstrators. joining me now is criminal defense attorney eric guster. thanks for being here with us today. what do you make of the body cameras now being used by the st. louis county police officers. >> well, body cameras are necessary, especially in today's age. for example in, rialto, california, complaints dropped 88% when body cameras were implemented because when people are on camera, not only does it protect the citizen, it protects the officer as well. it will change the behavior overall. >> there have been criticisms of it as well, though. it's not necessarily the panacea. >> and that is true. however, when you look at officer's safety and citizens' safety, it will document almost everything that happens in a traffic stop, in any type of interaction with the officer and the public and in officer-related shootings. it will tell exactly what occurred. >> in this case there in ferguson, missouri, the criticism from the protesters and marchers have been not enough community policing. does this

st. louis county police to review how it operates.ew piece from radially balco in the "washington post" sheds some light into the current state of affairs there, describing a nightmare of petty infraction hunting leading to a cycle of citations, debt, and potential jail time. some of the towns in st. louis county can derive 40% or more of their annual revenue from the petty fines and fees collected by their municipal courts. a majority of these fines are for traffic offenses, fair hopping, loud music or noise ordinance violations, uncut grass or unkempt property. violations of occupancy permit restrictions, trespassing, wearing saggy pants, business license violations and vague infractions such as disturbing the peace or affray that give police officers a great deal of discretion to look for other violations. joining me, stephen riles, a civil rights attorney. stephen, walk me through what happens when someone's pulled over, when they're driving through st. louis and people -- when i was there for two week, nonstop stories for getting

st. louis county. it appears what we're reading in the news here is neither seems related to these protests and neither seems related to michael brown's story. is that your understanding from your reporting? >> speaking with law enforcement officials down there that neither of the shootings is believed to be related in any way to the protests that are still ongoing and nightly in ferguson. some ways reminiscent of some of the few nights following the michael brown shooting. the police shot one suspect after an altercation and then a shooting of a young woman. both of those things were relatively unrelated to the protests. but, again, it raises a flag if only because tensions are still so high, especially between police and protesters and residents right now, that any type of violent interaction between residents and protesters and the police could spark a new round of tear gas, a new round of clashes and potentially more violence. so, obviously, it's something everyone is watching very closely for thos

the unemployment rate for african-americans in this county is three times that of whites. st. louis is probably one of the most segregated communities in the country both racially and socio-economically. when blacks move in the whites move out and the jobs go with them. >> reporter: among black males the unemployment rate has gone to 50%. >> i went to college and got my medical assistant. i wanted to be in the medical field. they found out i had a felony. guess what happened. i spent $20,000 for nothing. i get my hands dirty working on cars now. >> how does that make you feel? >> what am i supposed to do? >> does it make you angry? >> hell yeah. >> when people talk about the anger that they feel, it's not just about law enforcement. it's about life in general. >> some people want to roll over, don't talk to the police like that. it's crazy. just be quiet. i thought, what happened to freedom of speech? what happened? why is mine modified, you know. >> reporter: long time community activists say the underlying discontent is the same that fueled protests in the 60's by the black commun

what is the african-american leadership in st louis county going to do about this. do you see signs and implications that they understand everything we sln talking about and are willing to move forward in a leadership role? >> there are signs that they see this and understand. here is the question - are they at a place where they have waited too long, at least for this cycle, to matter. are they in a place where they can mobilize quickly. do they have the agility to move, and have they been stagnant for too long to make a difference. that's an open question. we would like to believe so. i'm not convinced that that is the case. >> politics in colour, joining us. in st louis. >> thank you. >> a federal jury in new york says arab bank is responsible for a series of attacks that killed americans in the middle east. the lawsuit stemming from a wave of hamas sanctioned suicide bombings in the early 2000s. it's the first time a bank has been tried under the anti-terrorism act which allows victims to seek compensation. victims argue that arab bank helped hamas hand out mone

st. louis county and ferguson county police preventing basically the ability of people to petition theirernment? >> well, it is certainly a tense situation. we understand that. and the aclu in addition to our litigation is involved with conversations with all parties. with the protesters, with community, with elected officials, with police officials. our goal is to focus on a long term solution that allows for constitutional protections and gets to the underlying issues of which you know there are many. unfortunately, when the police take this sort of position where they're arbitrarily enforcing a rule, the protesters end up feeling picked on and harassed and it exacerbates tensions. go ahead. >> i'm sorry. if you are forcing people to move, particularly during daylight hours when they're allowed to stand in protest, have you seen any evidence that's causing increased incidence of friction between individual police officers and protesters? >> absolutely. we get calls and contacts and frequent messages. individuals tell us they're standing there, police tell them to move and then they gra

st. louis county police describe what happened next. >> he came in very close proximity with them, one of the officers turned with a firearm, one of the officers was able to block it with his arm and was shot in the arm by one of the suspects. the officers in an area hospital, he's expected to survive. >> the officer had returned fire, neither suspect is believed to be hurt there, but a hunt for both of the men is certainly under way. on thursday night, protesters marched yet again. infuriated by the video policy from the police chief over the death of michael brown, the chief was whisked away for his own safety as things got rather hectic with the crowds down there. making matters worse, in the past few days officers in ferguson have been covering up their names on their badges on their uniforms and they've been wearing these bracelets saying i am darrin wilson in support of the officer who shot brown. there is one of those bracelets there. the white text on black rubber in particular has caused deep offense and on friday, officers were banned from wearing them while on duty. there's rea

st. louis county and in ferguson that needs federal intervention to fix? or is it something else?> well, there's a lack of trust right now. there is a palpable amount of cynicism in the ferguson community about their police department, and there's also a belief that the federal government -- because historically the federal government has been the tip of the spear for many civil rights actions in our country. a lot of the reforms didn't start at the state and local level. it was the enforcement by the federal government. i think the federal government taking a really thorough look at policing practices, any patterns or plans that they have used that would indicate unfair treatment of some of their citizens, is just really important for catharsis in the community for them to begin to gain trust again in what is really an important part of our country and that is belief in the rule of law, that it's fair. >> you're a former prosecutor. you've worked with law enforcement for a lot of your career. when you think about the way that local police are going to respond to something like th

st. louis county? >> i think that is the overwhelming understanding and viewpoint that there will not be any reaction that comes out of bob mccullou he is office. i think the police are gearing up for that inevitability. they are also gearing up in response to that. >> that is an important point. maybe there will be some criminal charge against him. all the signs that we've seen in that grand jury suggest that criminal charges may not be forthcoming. this idea that they're gearing up for that moment, when you think about something that would really set things off in ferguson, it would be the formal announcement of no charges against darren wilson. >> just think what it means for a police officer in firg son with a gun, michael brown's blood is still on the ground, wearing an arm band that says i stand with darren wilson. that is a dangerous act of provocation. what they're saying to the community is we don't care. we are going to do what we want to do. that's why the attorney general rote that letter.
