st. louis county police association, that's the union that represents police officers and he joins us from ferguson, missouri. mr. crocker, so much of the attention has been on what if there is no indictment. it occurs to me there could be a police morale issue if there is an indictment. what concerns you from a police officer's perspective? >> that's right, mike. it's something that we thought about. that would send a pretty tremendous message to our officers that are faced with these life and death situations across our country and especially here in st. louis

st. louis county prosecutor.n, we don't know when that decision will be announced or what the decision is. but here is what could happen. wilson could be charged potentially with murder or manslaughter. but if he is not indicted, he could face possible federal charges and also certainly face some sort of civil suit. let's bring in our senior legal analyst jeffrey toobin. based on what you know -- and i know it's speculation that we're all guessing here, because we don't know what minine members this grand jury have decided, what do you think are the most likely scenarios? >> you know, wolf, i'm going to give you a nonanswer to your question because i honestly don't know. one thing you have to say for this grand jury, it's been a secret proceeding. we know that darren wilson himself has testified. that is unusual. the target of a grand jury proceeding rarely agrees to give up his fifth amendment rights to remain silent and testify. but outside of that, we don't know. certainly i don't know a lot of the evidence. a

obviously, protests in north county and all over metro st. louis, they've been in the heart of st. louis. your police have interacted with protesters. what have you learned? >> i think what we've learned is exactly what the governor said and the mayor and the county executive. hey, we have lots of areas to grow. jobs, for example. the governor announced a program for 2,000 in jobs. we're talking about a lot of things. what i've learned is that the dialogue is the most important thing that's happening. what i've learned is we have to work at a very grassroots level. this has become about law enforcement's interaction with the community. there's a lot of room for improvement on both sides and that's the dialogue that has to continue. the noise that we hear about preparing for war and the equipment purchases, that really needs to take a back seat. what needs to happen are organized groups from the protesters side needs to sit down with government officials on our side and really say, how are we going to move this region forward? how are we going to continue the dialogue? the grand jury

st louis county police reported heavy automatic gun fire in one area of ferguson, the west florissant-canfield area. there has been a tweet from the st louis police department saying the university city police officer has been shot, condition is unknown. they are searching for suspects. it's not clear if it's related to the ferguson decision, but clearly there has been a lot of anger over the decision. let's go to daniel lak in ferguson, in missouri. a lot of activity earlier on. does it seem to have quietened down now? >> it definitely has quietened down now. at this end of the floory sant, the business -- florissant, the business street running through, things were a bit quieter throughout the evening. there were confrontations, police here standing guard. not stopping anyone. one of the things that has to be said that makes this evening so far very different from what we saw in august after the killing of michael brown was the fact that the police showed restraint. they did not have the military vehicles. in some areas they let people come at them with baseball bats and rocks, stopping them
