we begin here in america, in missouri, st louis county, where the main city has the highest level ofhs at the hands of the police. what can be done to improve relations between officers and the public they serve? what happens when communities are under siege? for me to feel that even with my collar on that i have to be armed, is pretty depressing. under siege from violence, the bitter harvest of decades of neglect and poverty. but under siege, too, from those meant to defeat the violence, bad cops poisoning public opinion. i see comments on facebook and things of that nature, you know, "this is all police want to do is kill us". but can things be turned around and public trust regained in the st louis region, the worst area in america for civilian deaths at the hands of the police? before george floyd, there was michael brown in the st louis suburb of ferguson. in 2014, the 18—year—old was shot six times after an altercation with a police officer. he was unarmed. hurtand angry, a community raged... you must disperse immediately, this is no longer a peaceful protest! ..supercharging a

st. louis city and st. louis countyi over its latest move to block federal gun laws. under the second amendment preservation act, citizens have the right to sue cities whose law enforcement officials try to enforce federal gun restrictions. if it's determined that any officer or entity violates a person's second amendment right, they would be liable to pay monetary damages up to $50,000. missouri had some of the weakest gun laws in some of the highest crime rates in the nation. joining us now is missouri democratic state representative tracy mccreary, who has spoken out against the law, who opposed the bill. good to have you with us. as you know, of course, the doj said this unconstitutionally interferes with federal law enforcement. we mentioned the lawsuit from st. louis county. representative taylor told me earlier that he believes they will ultimately be victorious. you know, as we follow along with this lawsuit, how do you think this will play out? >> well, i believe the bill the legislature passed is extreme and u

st. louis county, the biggest single election jurisdiction in missouri, you can vote anywhere in the county. buff the place you go vote, the ballot for you individually is generated at the place you go vote, and it's counted in the races that are generated for you to vote in. that's pretty innovative. i don't think we could probably ever have figured that out at the national level. but the point is you're voting for the people that you're living in the districts that that person will represent, whether it's on the local school board or in the congress or in the state legislature. that's a very complicated set of things that benefit totally from voter rolls and benefit from you voting where you live. this bill prohibits states from putting in place really just reasonable election security measures that have been upheld by court. it takes away the guard rails that prevent fraud from happening and ensure that when you do have fraud, you'll have ways to figure out that that fraud occurred and what to do about it. so you pile up all the way this legislation actually increases the likelihood for

st. louis county, minnesota, commissioner, i recognize the challenges -- can you elaborate the challenges associated with having significant amounts of federal lands in your county's borders and how the revenue sharing provisions of this bill will help alleviate these challenges? >> thank you, sir. i can certainly try. the issues that are rising out of federal lands and counties are getting so bad that we just recently had to set aside $10.4 million of our discretionary general fund for this upcoming budget to address the concerns. and i'll give you two quick examples. we have tourists flocking to joshua tree national park to enjoy camping in the outdoors. but there are so few campsites within the park that the tourists are now overflowing into our county desert areas and illegally camping on grounds out there. and that is creating illegal camp fires. we have trash and dumping all over that are impacting our local residents and that is a concern that the county is having to deal with. noesh example is how southern californians are flocking to our local mountains to enjoy snow play in the
