st. jason? >> reporter: wolf, i'm standing on west florison street, the area in august where we saw so much of that unrest. in talking to the people out here now, people are basically calm for now. but you can see buildings here are boarded up. in fact, they've been boarded up here for weeks in anticipation of that grand jury decision. the decision by the grand jury has been more than three months in the making. 12 members of the community poring over documents, interviewing key witnesses, including darren wilson himself, all in an effort to decide whether the ferguson police officer should be indicted for shooting 18-year-old michael brown on august 9th. while the seven men and five women have operated largely in secret, the community has voiced its anger in public. overnight graffiti was discovered on this archway in st. louis reading "if we burn, you burn with us," a line from the popular "hunger games" series. the community is on edge, concerned that the grand jury's decision could sp

norman white at st. louis.e people who have been deliberating in secret have one central question to consider, did darren wilson have a fear either for his own safety or the safety of others the night he shot michael brown? the grand jury has five possible outcomes, four involve charging wilson with a crime. first degree murder, second degree murder, voluntary manslaughter, or involuntary manslaughter. it will then be up to a jury to decide if wilson committed a crime. or the grand jury may not bring charges against wilson. but the state attorney general could prosecute wilson. that's what happened to george zimmerman back in 2012. another possibility is the u.s. justice department could decide to bring charges against wilson. and michael brown's family could bring a civil suit against wilson. in that scenario, brown's parents would bring a wrongful death suit against wilson and that would be in civil court not a criminal charge. when we return we'll talk to the economic advisors of bloomberg business week. ♪ r

those are st. louis county armored personnel carriers that you see in the middle of your screen at the moament and clearly the police want the protesters to be out of the area. this comes after some of them overturned and smashed a police vehicle further down the road. the police spoke on lout speakers to say if the protesters didn't move then they would be subject to arrest and possibly tear gas. the tear gas certainly has been fired. interestingly the police are saying this evening that what they're firing here is smoke. and actually i think it may very well be smoke canisters here, i don't smell tear gas in the air. but we certainly were tear gassed in early stages of this event. there's no doubting tear gas. it stings your face and it stings your eyes. you have to run away, you can't be where it is. i smell a whiff of it, so what appears to be happening if we just look -- ben is looking at a helicopter going over at the moment. police are lined up in full riot gear outside their police headquar
