st. john's river. you see the bridge there. 40-mile-per-hour gusts, which is what we're getting right now, that's about tropical storm level, that's when those bridges start being impassable. if you made a wrong move and didn't evacuate you now can't self-correct. this river, the st. john's river, one of the few cuts that you have off the east coast of florida. that means as the volume of water comes, it's going to raise the level here in st. john's and you'll have storm surge here. you already have a couple more feet to go for high tide. you're just about cresting in many areas, and that's the concern. once the surge comes there's nowhere for you to go. we'll be keeping an eye on it here and showing you live picture of daytona beach, florida, on your screen right now. that's the current kind of critical impact of hurricane matthew. they've had gusting winds there in excess of 80 miles an hour. gusts onshore measured of over 100 miles an hour. stay with cnn and we'll bring you the latest. >>> this is c

st. john's river. this is not just a storm surge event along the immediate beach of the atlanta coast. it could push water onshore into the st. john's river. this is going to be the direction of the wind on the northern side of the hurricane and this is a big hurricane. not just a strong one. fully capable of pushing the ocean around and pushing the waters into jacksonville area and st. john's river. so, you don't have to have landfall in the center for that to occur. >> and in terms of what that will mean, you know, we set up here in jacksonville hoping that i would be able to have a steady hand here for the duration. now, the advisory shifted and we'll probably have to move our location because the river is already right up at the top of the promenade here. it's got four hours, four feet of tide expected if it were a normal situation, yet alone all the storm surge that is going to come. and the emergency authorities and the local authorities, the mayor here, they keep saying they won't be able to get

st. john's river. now the storm surge expected in the st. river is probably about three feet in this area. now we can show you what this looks like. there's a lot of debris on the roads. you can see some people did not evacuate. you see cars and in many cases even debris that people set out before the storm. they were trying to cut tree limbs and branches to try to avoid that but then, of course first responders tell us that's not a great idea if you put it right in front of your house because that turns into projectiles. we'll make a turn quickly and we'll be able to show you some of -- some more of what we're seeing in this particular neighborhood but victor if you can hear me, you know, you and i have been talking about this particular storm here. a lot of people did not evacuate, so that's one of the big worries. when we look at these neighborhoods we were driving here last night. we could see people inside these homes waiting out the storm, a huge concern for first responders. victor? >> 450,000 we're told by if mayor's office of the mo

st. john's river just like it's pushing it into st. augustine right now. that is probably the hardest hit area that we can find is st. augustine, florida, the oldest city. the water is in downtown. a couple feet deep, running through the cities all the way into the back bay as well and we're seeing that because the wind is pushing the water in this direction and has been pushing the water for many, many hours now. so we're piling the water up here along the coast. the coast wasn't there, the water would keep right on going around and that's how a hurricane goes but because the bay itself is getting in the way, that's what we're seeing. that's the problem that we're going to see for the rest of the day. that water is going to pile up in st. mary's georgia, in brunswick, in savannah, but you know salve vannah is elevated. so talk about tybee down the river and also up toward charleston and myrtle beach. it's still a big hurricane. it's still about 100 miles per hour so this thing continues to move to the north, pile water up, and will for many, many hours. w

show you hear the st. johns river is causing problems is so here in jacksonville the ocean is running through the streets of jacksonville beach it has reached, the storm surge causin intense floodingng jacksonville beach and at saint augustine the most dramatic pictures i have seen thus far i the united states from hurrican matthew. this entire area is underwater, the water is up to doorways of some historic hotels. the problem is there are some people who do not leave, and i in these hotels and historic homes. there now stuck. storm surge is the biggest threat to life right a hurricane, how are you first responders preparing to address this aftermath? the key word is aftermath because currently are not storm, they made very clear th they willy not be operating during the storm but afterwards they will be rescuing people to get them out to those places at some timew and after that they have to work to get people back to areas once deemed safe, some that are underwater they will not be able to go home for a while

st. john's county, st. augustine and the county that surrounds it, there are 1,700 people in shelters in this county and 300 pets. one of the shelters is full right now with 500 people, so people really filled those up overnight at the last minute really. i would say most of st. augustine has evacuated. st. augustine is the biggest risk right now for st. john's county, however, there are a lot of people who are staying here still, and the reason is, because if you don't know, st. augustine is the oldest city in our nation, and a lot of people are very emotionally tied to st. augustine. their homes have been passed down in their families, they've been here for over 100 years. people are very connected to the city, there's a resiliency in the city, the mayor was talking to me about it yesterday, but because of that people feel they can wait out the storm and trust their homes to protect them. the problem is, the fire chief told me they do not believe there's a single living person in this county who has ever

st. john's and into savannah and tybee, st. simon's, into charleston, those areas can flood easily even without significant wind, just because of rain. and there's a lot of rain coming. this is a very wet storm. later today, we are just about to the parallel of tybee and savannah, then charleston and finally out to sea. but as this storm runs up the coast, it will make a lot of rainfall. significant rainfall, up to ten inches. that concerns me a little bit even with the potential for some sinkholes. that's always a potential when you get so much water in florida and you have an aquifer that's been drawn down a little bit. think about that as you're driving around. if you say that doesn't look right, stop the car and make sure. we will have ten inches of rain from jacksonville all the way north even into almost the upstate of south carolina and the piedmont to north carolina depending how quickly it moves away. that could cause river flooding, let alone the water that wants to go the other way which is salt water flooding. let's
