st. louis county asked for the review. st. louis county, the city of ferguson, st. louis city all believed they benefited from that review. reviewing an officer or a number of officers is just often not enough. so i'm encouraging the department of justice to get back to having one of the options on the table, a full review by the civil rights division or some other division in the justice department, depending on the circumstances of not only the procedures but also the pattern that a department may have fallen into. we cannot continue over and over again to have the same thing happen as we as a society try to grapple with the same exact problem. this is not a new problem. it is long past the time we should have figured out how to deal with it. if departments need help in figuring out how to deal with it, that's one of the things, whether it was st. louis or baltimore, the justice department has shown some ability and some success in doing. i hope they will look at that again as they look at these three incidents that i mentioned today and others. it is time to move

i disagree with that i mean you've seen a spike in crime in the city of st louis crime is always currently with the budget in place that is currently in place where there's a bunch i'll say over 50 percent of the budget is going to public safety and i think we've seen when you reinvest back in the neighborhood and we build neighborhoods if it's homes it's making sure communities have quality health care or just health care facilities in the neighborhood it does make an impact and i know folks like to use as a talking point but the reality is that the budget that we have currently had has not made a change we continue to see a spike in crime so why don't we take a chance of doing something different and see how does that make him back in the neighborhood i think it's something that not just we understand here in missouri but all across the country that we need to reimagine what public safety is and our communities because it has not been going successful with over budget of our police departments when you say arey imagine ok let's talk about that and i'm sure you've been paying attention to
