this slide depicts our hiring and staffing. for the last decade the department incorporated more time in the staffing model and for efficiency during the budget years that were difficult. the practice allowed us to have reductions while meeting our minimum staffing requirements and relies on overtime is fiscally -- [inaudible] it's difficult for us and meant mandatory overtime -- chair farrell did you have a question? >> i'm sorry. i am going bato the other slide and if you do think you adding quat staffing levels to keep it where it is? >> i think we will get better. we have submitted our baseline budget and just to cut to the chase we asked for $11.6 million in enhancements which i can go over that and a portion is to become more efficient so just as a quick example to have a logistical support division out with the ems system and opposed to having the pair medrics -- paramedics responsible for stocking and we have a store keeper to do those functions and they can get on the streets faster to the work they need to do. >> okay

i should say in particular and under staffed it is an under estimate. when you look at what the impacts are to the point if there's a major event whether a protest or other major event in the city which happened and is part of what san francisco is there's time when is it's hard even to get police service in other parts of the city. we have -- this city has been growing by leaps and bounds. we're at a historic high in population and jobs and economic growth. we just see it on our buses and streets, everywhere. there is more people, more neighborhoods that didn't exist and yet our police department today is smaller than it was 10 years ago, and that is -- it results in not enough traffic enforcement whether it's unsafe driving or people blocking the box or double parking. it means not enough officers walking beats in our neighborhood. i mean i am so sick of going -- talking toure captains who are all wonderful and they're excited they were finally able to put two beat cops out on a small part of the district and exciting revolutionary thing and it should

you have before you the occ's staffing chart. it is budgeted for 34.75 f.t.e.s. the occ's -- its largest unit is the investigation unit which has 21 full time equivalent positions. last calendar year the occ received 728 complaints. we investigated and made findings for 706 cases. that means when we close less cases than we receive our backlog is increasing, and we closed 54% of the 2014 cases that we received. looking at the investigator's case load the median case load for investigators last calendar year was 24 cases, but only 13 journey level investigators had full case loads at the close of 2014. two of these were acting 8126's so two of the journey level investigators were acting as supervising investigator and i indicated 16 per investigator is best practices according to the 2007 controller's report. the occ continues to receive cases of note high profile cases and require more investigator time and meaning a investigator that receives one of these cases whether an officer involved shooting, a death in the hospital, the bicycle's case involving the bicycl

and i know because of the use of mandatory overtime there is times when you're under staffed but you have enough hours but how many years do you think it will take? >> i think for a number of years we didn't hire with retirements and that put us in the hole but that changed since 2012. i would say we're on track and again it's dependent on the number of retirements. we are seeing when i first came in at 1990 and people would work past 55 and retire and we are seeing a trend they're not waiting or working as long and not maxing out. we can make projections but i think with the public safety hiring plan that the mayor has proposed we should be on track hopefully earlier than 2018 than the police department and maybe the 16, 17 time frame and we are contemplating asking for another class in january but we're working with the mayor's office on that analysis but i think we're close. through the 1971 that the police use we look at it differently. we have a minimum staffing of 306 which represents the daily personnel in suppression that must be on duty and we use overtime to assist in that
