organizations and present to them we have done over 60 stakeholder meetings during the design phase and photos here are a couple examples, the one on the left is a meeting we did at the russian american community services senior center conducted in both russian and english and the one at the right is at the saint francis square cooperative. we also have two major rounds of public events this summer. the first ones were in june and they were open houses. the purpose of those events was to share the draft final design of the project for input. and we wanted to be consulting with the public. after receiving the feedback at those events as well as through other outreach tactics we followed we did choose to make a few refinements to be responsive to what we heard in the community and we had events what we called project showcases earlier this month, the purpose was to inform the public about the changes that we made based on input as well as to display the staff recommended design that you now have before you today. overall those events were both well attended and well received. we heard

institute of peace, with stakeholders around d.c. and the world, focusing on how we evaluate and learn from effective public policy and dust diplomacy and -- public diplomacy and broadcasting efforts. that produced a report called "optimizing engagement," available on the commission website. it does an interesting thing. it audits all the different metrics that 26 different governments are using to assess the effectiveness of public diplomacy programs. it does 17 different case studies of what effectiveness looks like in countries like denmark, australia, austria. really interesting stuff. part of my job is to take what has been learned from that report and process and apply it to a slightly different environment, the bbg, a public diplomacy institution with a specific mandate, specific set of tools to achieve that. they work alongside each other. not necessarily the case everything is applicable to the bbg. we had the opportunity, myself and members of the research team had the opportunity to go to a bbc research retreat last week,

because one of the greatest frustrations that the stakeholders and the public have when they go to apply for these permits -- and it's happened to me before in a different county, and it's extremely frustrating, is that when you have the agencies, they get together, they try to find solutions, they find solutions that are self-defeating to the entire proposal of trying to get more housing. let me just give you an example. let's say flor example, you require two exists, you're going to give an exception to the two exists -- exits, but that exception requires the builder to put in a sprinkler system that costs $.5 million that compromises the entire project. i'm not saying you should sacrifice safety, but i'm saying if there's 60 applicants right now, let them all into a room and let them know what you're going to do and have them come up with if there are any -- this is a self-defeating proposal. because you could find that you're imposing these restrictions, and you could find that these 60 applications turns into zero because nobody wants to do it because of the restrictions that are on
