--turning our conversation 20 our camp -- our conversation is lynn stanton. could talk about the three principles. when we talk about privacy by design, a lot of these apps, the designers take off the shelf pieces of software and they may not be so aware of all the things that software is collecting. what kind of responsibilities do they have and of the ftc have the kind of tools it needs to control a system like that where there are so many pieces involved to design the software? how do you do with all those pieces? >> i think it is important point that you are making. complexystem is very and there are a number of different players. to -- we have jurisdiction over a number of those players, not all of them. we do not have jurisdiction over common carrier services. there is mean exception over authority and the ftc act which means that we don't have jurisdiction over what would be traditional voice services. we actually think that particular exception to our authority is quite outdated given the bordering of lines that you see today when you're using a smart

stephanie stanton has more. >> it is welcome rain here in the farming community of california. about an hour north of the los angeles. anywhere between one to six inches fell. meteorologist say it's nowhere near enough to break the draught that has been plaguing california in recent years. a large area is at 5 to 25% of normal, even after the rain fall. that puts it in perspective. and an entire area is below 50% of normal. >> not only is it dry, but because of the drainage last year and the forest fires, there's flooding now and mudslides. so you get hit a number of ways. >> the weekend storm in los angeles brought rain and mud flows to the colby fire burn area. luckily there was no major damage. officials were well prepared. more than 1,000 homes were under mandatory evacuation orders. downtown l.a. received 5 inches of rain. below the seasonal average of 15. it will take several storms, and it appears unlikely to happen. for now the drought in california continues. >> that's got be so frustrating to people out there. they need rain desperately. when it comes to causes, all k

stephanie stanton reports from california where the rain is not exactly welcomed. >> i'm here on rainbowrive. it's an amazing area for officials. there's a lot of debris on the street. every time the rain kicked up we saw mud coming down the streets. we start to see debris. residents also doing what they can to protect the property. part of the concern is because 45 years ago, there was a storm with similar positions and that storm would have a major mud slide that destroyed several homes. the entire area is under mandatory evacuation orders. 75% of residents were ignoring the orders. >> i was hoping like yesterday that there wasn't anybody. >> having the sandbags and what we witnessed yesterday, i think it will be fine. >> officials urged residents to heed the warnings. >> once the mud flows, they can't get to people to rescue them. that puts people in danger in conditions like this. >> it's so fresh when you see that. they need rain so badly. when it comes it causes all sorts of problems. you'd like the rain to come over a prolonged period of time. we have good news. over the last 24 h

joining us now for washington bureau chief, john stanton. one of the ironies here is congress tends to be a bit skeptical of the fed and yet because of their dysfunction, they have essentially handed all of the economic power over to janet yellen and the fed. >> yeah. it is interesting. i think she has been -- good about having a steady hand. i think watching some of the press conference, she was pretty realistic about what she said the -- there are head winds in front of the recovery, it has been disappointing but that they are going to continue to sort of -- on the course they are on and does believe they are going get the inflation targets and other bench marks that will start to mark a path poured and a little more aggressively. you know, congress really has very little ability to do much in this political climate. senate democrats want to do lots of things. house republicans have their own ideas and they are still polar opposite. it is up to the fed and janet yellen to do any of the work at the federal level. >> you are absolutely right
