i'm sure we'll get interviews in the coming hours. >> i want to go to barbara starr with latest updates from the pentagon. barbara, what do you have? >> reporter: tom, a senior u.s. official tells me that this launch by all accounts has failed. let me be very clear. this is initial information. the u.s. official tells me that the rocket did make it off the launch pad, but in his words, it may have fallen apart. basically it broke up at some point after that. so what do we know? what we know is u.s. intelligence assets essentially saw what you and i might think of as ignition of the rocket. they can see that through a variety of ways, satellites. so they see the rocket ignite. they see it begin. but the indications from the u.s. is that it failed at some point shortly after that perhaps and broke apart. the official says they have no indication at this hour that any of the debris impacted in an area that may have fallen in a populated area, may have hurt people, even inside north korea. but what i want to do is be very clear. we are just a few minutes into this. we know the entire flight

barbara starr is standing by. what's the latest at the pentagon on what happened and how this happened? >> well, an incredible scene that we watched unfold during the day happened when the training flight took off from the oceana naval air station. by all accounts it ran into trouble very quickly because it crashed into the apartment building about two miles from the runway. so the working assumption is it did not achieve significant altitude before the pilots realized they were in trouble. leading them -- forces them into an ejection potentially at very low altitude. pilots as we have talked about, very well trained to try and steer their plane away from populated areas. but these two may not have had any choice. we have the witnesses reporting flames under the plane. we have reports that fuel was coming out of the plane and the initial indications from the navy are that was not fuel dumping, but rather part of what this catastrophic malfunction may have been in the plane that led -- that led to the fuel basicall

i want to bring in barbara starr at the pentagon and dan lothian at the white house. barbara, a very dramatic few hours here. obviously, we knew this launch was coming. it seems to have been a spectacular failure. what can you tell me about it? >> piers, a senior u.s. official just saying those very words to me. an unprecedented record of failure for the north koreans, now one of the third failures in a row of their rocket and missile program. this rocket lifted off the launch pad and very quickly, within about 90 seconds, broke into several pieces. if you look at the map, we are told that the major debris field now is about 165 kilometers west of south korea. so it broke apart in flight. that is a fundamental failure of north korean missile and rocket technology. why does it matter? the north koreans are tough customers, but why do we really care about this? because this is basically, even though they said it was a satellite, this is military technology. they could some day perfect long-range missile technology using these kinds of systems, put a warhead on top, and

barbara starr at the pentagon on word of a possible north korean nuclear test. not only that, a rocket launch. put them together and a couple of countries are pretty concerned about this, barbara. >> of tensions mounting, japan, south korea, the philippines, watching. indications now that north korea could be preparing for a third underground nuclear test. some evidence of digging tunnels. that would be concerning enough. but we've all seen the pictures over the weekend now of another test that the north koreans took reporters to a site in north korea where they say they are preparing to launch a satellite into space via this rocket. but it's the same technology that's used for long-range missiles that could carry nuclear weapons. north korea hasn't mastered that technology yet, but all of this can be steppingstones to getting there, and that's why everyone is so concerned. the window for that rocket test with the satellite, april 12 to 16th. >> all right, barbara starr for us. thank you very much for that. and still ahead, a witness telling cnn that she saw wha

cnn pentagon correspondent barbara starr is back with that.eed, joe. here at the pentagon it's all about cutting the budget and trying to save billions of dollars so why are taxpayers paying nearly $1 million for leon panetta to fly home on the weekend? we mapped it all out for you. here's what's going on right now. since panetta took office he's flown home to california 27 times since last july. look at the map. he starts off here in the washington, d.c. area, andrews air force base and flies across the country and back to his home in monterey, california. the plane costs $3200 an hour to fly. why? well, secretary panetta, of course, is one of the key members of the national security community. under government regulation he must have secure communications, he must have his secure team and he has to have this structure around him so he has to be on a government plane. he can't fly valujet or jetblue like you and me. so that's why the cost. he has reimbursed the government $17,000, but the government has picked up $860,000 of that tab so far b

barbara starr is at the pentagon. barb barbara, military leaders condemned these images before they became public. tell us what is you know? >> reporter: early this morning before "the l.a. times" came out we started receiving statements from top officials in afghanistan and even from the spokesman for defense secretary leon panetta now traveling in europe. his spokesman, george little, telling us "an investigation that could lead to disciplinary measures is under way. anyone found responsible for this inhuman conduct will be held accountable in accordance with our military justice system. so clearly they have every reason to believe these photos are legitimate. they believe they were taken in 2010 in eastern afghanistan by members of the 82nd airborne division being involved in this incident. that's what "the l.a. times" reported. the military not pushing back on those details. an investigation under way. you know under the geneva convention, it is not permitted obviously for any kind of degrading or dehumanizing beh
