cnn pentagon correspondent barbara starr joins us with the latest. this includes troops already in country. how many are already there and how many more will be sent in? >> good evening, pamela. there were about 3,000 troops at the pentagon announced this past week would be flowing into afghanistan mainly to the airport in kabul, plus another thousand that were already there. that brings it to 4,000. today the president decided to move an additional 1,000 from the 82nd airborne division that were going to go to indicate on stand biif needed. now they're mainly army, marine, the air force, which is flying them in. nobody's saying special forces are there but the likelihood is that they are. the marines and the 82nd airborne don't go anywhere into a war zone where they are not heavily armed. so this is very significant. their duty, their job is to perform a security mission to get the americans out as fast as possible. but clearly they are prepared to be challenged by the taliban, prepared to respond, if it comes to that. one of the issues right now fo

barbara starr joins us with the new report. the white house just released a statement that strongly supports the mandate. share it with us. >> the president putting out a statement in part saying that he's supportive of what the secretary of defense is doing to make the covid vaccine mandatory for u.s. troops. you bet he's supportive of it because it was several days ago that president biden ordered the pentagon to study the issue of how to make the vaccine mandatory. now the pentagon moving in that direction. because it was under emergency use authorization, as it is for all of us, the pentagon would have had to get a presidential waiver. now saying they'll go to president biden, get it made mandatory, and begin to implement all of this by mid-september unless the fda moves faster on getting that full approval. here's the bottom line, the vaccine is moved towards being made mandatory for all active duty troops. they are concerned about the delta variant, and, look, it makes sense in their view because u.s. troops often deploy

let's begin with the pentagon with barbara starr. what is the latest you could share with us on the evacuations, the pace of them and any further commitments from the united states in terms of how long it will stay. >> reporter: well, we are expecting an update here at the pentagon later this afternoon. after president biden talks. all of those questions are going to be asked, whether there are answers is a completely different proposition. right now the pentagon is holding fast to the president's policy that everyone will be out by august 31st unless they can talk to -- they need to stay, they talk to the taliban, and they feel that they can relatively safely stay. but none of that is even remotely settled yet. it is still very much an august 31st deadline for all u.s. forces out and for them to get as many people out as they can. that is likely to leave a lot of people behind at this point because as you say, 3,000 people overnight evacuated, just over 300 americans. the situation outside of that fence line at the airport as we see

barbara starr at the pentagon.arbara, president biden and his administration bracing for another attack. what have you learned about the ongoing threat and the strike against isis-k? >> well, good morning. we got the statement overnight from the u.s. military. let me go over that very quickly because there's a few hints what exactly is happenings. it says, quote, u.s. military forces conduct an over-the-horizon counterterrorism operation against against an isis-k planner. the unmanned air strike occurred in the nangarhar province and we know of no civilian casualties. we talked to a number of sources, what they say, this target, this isis-k planner, they have intelligence, they say that they was appreciated with planning future attacks at the airport. and we know that is the top concern right now. they had been watching him, we are told. originally, low confidence in what he was up to, what he was up to, what his position was, what he might be planning, if you will. but as the days went by, they further developed t

barbara starr, thank you so much. let's bring in cnn's clarissa ward who is in keisha lance bottoms. th -- kabul. can even get into much less get to the airport in kabul. >> reporter: yeah. i would say, jake, it's not for the feint of heart. i mean, we went today, we saw for ourselves absolute chaos, frankly. and there were far fewer people trying to get into the airport today than previous days. but it doesn't matter because the system or complete lack of system is creating a situation whereby you have these taliban fighters who are beating at people, who are shooting into the crowds. the u.s. also today was forced to fire shots to disperse crowds, not into the crowds though, not actually hurting people, but all of this creating a very chaotic and dangerous situation. take a look. america's last foothold in afghanistan is now guarded by the taliban. we've come to kabul's airport to see the gauntlet people must pass through to fly out. you can hear gunshots every couple minutes. cnn, cnn, cnn. quickly we are accosted

barbara starr is with us from the pentagon. warning specific credible and imminent threats of attacks. the u.s. has been insistent the evacuation is ongoing but will end tuesday. does the pentagon believe a second attack before then is likely? >> they are worried about it, anderson. there's no question about it. the pentagon saying earlier today that they're monitoring all the threats in realtime. that is how seriously they are taking it. and how closely they are watching everything. they have drones, intelligence assets up over the airport, trying to monitor the situation. but as the clock ticks down, here is the major problem, and there was nothing more telling than we learned today. while there's still about 5,000 troops at the airport, u.s. troops, that may be the last time we ever publicly hear about the number of troops there until they are all gone on tuesday presumely. because of the security situation. they are concerned that as they draw down between now and tuesday, the threat becomes more dire, potentially, because

barbara starr, thanks very much. >>> joining me now to discuss is james clapper. he's former director of intelligence, led operations during a big part of those many years in afghanistan. director clapper, thanks so much for joining us this morning. >> thanks, jim, for having me. >> secretary of state anthony blinken said yesterday the u.s. has, quote, significant leverage over the taliban to ensure cooperation on a number of issues going forward. is that true? >> well, it's true depending on how the taliban conduct themselves. if they endeavor to behave like a normal, air quotes, nation state, we'll have some leverage particularly with respect to sanctions. afghanistan has been almost totally dependent on external foreign aid to function. so if they recognize the need for that, and that tempers their behavior, then yes, we would have leverage. if they don't, if they revert to the way they behaved before 9/11 and then we don't have so much leverage, in my view. >> the truth is their behavior even post 9/11 has not been encouraging. this is a group that carried out

. >>> let's get right to cnn's barbara starr live at the pentagon this morning. barbara, what is the pentagon saying about the possibility of future attacks? and also making good on the president's promise to retaliate? >> reporter: well, the u.s. military at this point is going to operate, we are told, and continue to operate on the assumption that there could be and may well be more attacks. they're down to just, what, under four days before the august 31st deadline. and they plan to be gone by then. but between now and then, tensions running very high. a lot of concern about more attacks. what they are doing, and clarissa hinted at this quite clearly, they're talking to the taliban about moving the perimeter back, about closing some access roads, and they have what they call overwatch, u.s. helicopters, drones, other sensor platforms overhead trying to see the full picture of what is going on around the airport. all of that said, that is the priority. get the airport operation done with as safely as possible. right now there's no indication, but we don't know

so let's head to the pentagon and barbara starr. you have brand new reporting on this secret arrangement, apparently, between the taliban and the u.s. military during the evacuation. so what can you share? >> reporter: well, what we know and we all know this because we've heard it from the pentagon for days. they had a communications channel with the taliban that they were trying to, quote, deconflict and coordinate. there was a pragmatic in the words of the pentagon, relationship with the pentagon. now we're learning many more details about how deep the relationship went. two defense officials are telling cnn this morning that there was a secret escort arrangement the u.s. came to with the taliban. basically americans would be notified in kabul by the u.s. government of muster points that they should go to. one of them being a building near the airport that was a ministry of interior building, for example. go to these points. they would be met by the taliban essentially who would check their credentials and then move them closer to

let's begin with our barbara starr at the pentagon. barbara, that is very significant to hear from the president, and george stephanopoulos gave him an opportunity to clarify, and yet he reiterated, no, never, was he told by these top generals to keep any sort of force on the ground, quote, that he can recall. is that the case given even cnn's own reporting this spring and summer? >> reporter: well, if the president says he can't recall it, i'm not sure we can get inside his head and see what he actually does remember about all this. what we do know is that top commanders thought they should have the option of keeping 2,500 troops in afghanistan, but that was for a very narrow focus. that was to help maintain security, conduct counterterrorism missions, maintain stability with afghan forces. that did not take into account, again, this 11-day collapse of the afghan government and afghan military that the world has seen. this was something several months ago, it was an option. it was something that top u.s. commanders wanted. now, did th

defense official told our barbara starr that it's not going well with regard to the security situation ground in afghanistan. particularly making gains in recent days and the south, and of course the areas that we are watching and of course that the afghan people are watching are these populations, these cities, and one of those is kandahar, the second largest city in all of afghanistan. the taliban are beginning to make gains on the outer edges of the province. that is an interesting one to watch. this could go back and forth. these are fights that are ongoing. it's not necessarily going one way or the other for sure. but u.s. military officials are concerned as they are watching this happen, and they're also concerned because they're seeing the taliban numbers, the fighters surge in large numbers, and just yesterday, a senior afghan general told the bbc that they had seen large numbers of al qaeda fighters joining the taliban in some of these fights for these larger provincial capitals. it's not a forgone conclusion that these capitals fall to the taliban, according to this defense o

cnn's barbara starr is at the pentagon. barbara, let's begin with you.hat are pentagon officials saying this morning about the taliban gains, especially those overnight? >> reporter: well, the fact that the taliban may be in control of the city of kandahar, afghanistan's second largest city, is of great concern. and why is that? basically kandahar sits on the highway to kabul, the capital, and this, they believe, has been the taliban's strategy all along, to encircle kabul, essentially. maybe at great distances, but control the roads, the highways, into the capital city. you begin to isolate it. you begin to create a sense of inevitability that kabul is at risk. and now the u.s., in fact, sending some 3,000 troops back into mainly the capital kabul, an additional 1,000 or so will go into the persian gulf to get visas, another several,000 will go into the region stand by. this is a heavy military deployment by the u.s. something president biden did not want to have to do, to send troops back in. but the security situation making sure the americans at the

barbara starr, pentagon correspondent, was in the briefing. we heard her asking important questions. bar barbara, when we heard the pentagon officials say the threats, the terror threats facing the remaining u.s. troops in afghanistan and the american citizens who might want to still try to get to the airport and get out, the other afghans who are trying to escape afghanistan, the threats remain very real, very active, very dynamic. tell our viewers what you're hearing about these threats. i have to tell you, there are a lot of nervous officials here in washington right now. >> well, i think everyone is quite concerned, wolf. they talked in the briefing about monitoring the threats in real time. that means the u.s. intelligence community, the u.s. military, the white house, across the government, they are looking at this minute by minute, in an acknowledgment that isis-k, isis in afghanistan, is still operating inside kabul. this becomes a critical point. as nick paton walsh was saying, with the public acknowledgment from the pentagon that the
