troops one of the troops under consideration and we now learn from our pentagon correspondent barbara starr that the biden administration is in the final stages of identifying specific military units the president to send to europe and drafting up the military orders for those deployments, so it certainly seems like something that's being seriously considered by the president at this hour and that does signal a shift in strategy from the biden administration which so far has really focused much more on the threat of sanctions as a deterrent to russia potentially invading ukraine but not so much actions and military movements of forces that would come before any potential invasion. one thing that has been consistent though is that u.s. forces are in no way intended to go to ukraine to fight russia. that's something the president made clear last month. listen. >> the idea of the united states going to unilateral force to confront russia, invading ukraine is not in the cards right now, but what will happen is it will be severe consequences. >> reporter: those troops that would go to eastern eu

let's begin with cnn's barbara starr live at the pentagon for us this hour. what more do you learn about these troops on heightened alert? >> reporter: good morning, kate. right now, the pentagon very clear that these troops are not on dpleployment orders yet. heightened alert, more ready than you've been in case you get deployment orders. how would they go and who would trigger that? some would go unilaterally where they work out arrangements but the bulk of the 8500 are most likely to go as part of the nato response force if and when nato activates that force. this is a defensive measure the pentagon says. there is no intention of any kind of combat or offensive operations by u.s. or nato forces. it is, of course, nato defensive alliance. the idea is some european allies think baltics, poland, romania. these are some of the countries very nervous about russian moves and like to be shored up to get that nato commitment on that territory. what kind of capability could the u.s. bring to the table? combat brigades, essentially a ground force intelligence survei

let's go over the cnn's barbara starr live at the pentagon with more on this.es by north korea. now we have seen several launches of suspected ballistic missiles by the regime in the last several days, some saying it's the highest pace of activity by them since 2017. not a clear understanding of what is going on, another usual statement from the administration, they're watching it, condemning it. but behind the scenes a lot are worried what is kim jong up to and why is he doing this. and perhaps no more laser focused than as you say, earlier this week on an incident when they launched a missile believe'd to be by the u.s., an advance missile going at super high speeds, that the u.s. would have trouble defending against, and initially the trajectory they calculated was aimed square at the west coast of alaska. that led to an faa ground stop for a short period of time. now, the u.s. military is saying it was all a big mistake because they very quickly calculated that that was not the trajectory. in fact, the missile only flew about 400 miles and dropped harmlessl
