let's begin at the pentagon with cnn's barbara starr. barbara, if this is your new reporting about russian troop movements, what can you tell us? >> well, dana, a senior defense official says they are beginning to see the first signs of russian troops moving back into the northern donbas. that's that eastern region of ukraine where all attention is focused because it is believed a forthcoming major battle is taking shape there. what they are seeing is some russian units that had left northern ukraine several days ago refit, resupply and come back into the northern part of eastern ukraine. but this is not the full-on invasion force yet. this is the beginning. the leading edge, if you will. some aviation. some command and control. some artillery. the things to shape the battlefield for what is to come. and a good deal of concern about all of that because there is a sense that putin has a bit of a timeline for this battle. he wants it to be accomplished by mid-may. dana? >> the new military package that we reported on yesterday includes wea

barbara starr joins us from the pentagon with more on this.t how soon north korea could be ready for another test? >> well, there are indications. they say it could be ready in days. let's put up that commercial satellite image that we have that shows the test site in the remote areas of north korea. you will see there that there is a new tunnel now being dug by the north koreans. clear evidence the u.s. says they see the rock pile coming from under the mountain. and this is a shorter tunnel. the north koreans could get to the precise place they would need to detonate a nuclear test bomb. they could get their. more quickly. a start official saying they are worried by next friday, april 15th, a major holiday in north korea. that the regime could mark the holiday either with a missile launch or resuming this underground nuclear testing for the first time since 2017, within a week, the pentagon press secretary john kirby earlier today offered his assessment of the situation. >> we're well aware of the north koreans' -- their efforts to advance th

let's get to cnn's barbara starr at the pentagon. well, john, we know that the pentagon and nato as well as all the allied countries in europe are looking at the new security order in europe that is needed, they say, because of what russia has done by invading ukraine, changing the face of european security perhaps for decades to come. milley saying he supports new permanent bases but wants to rotate troops through them, that is the less expensive way to go. for example, you don't have to build schools because the families won't be with the troops. general milley, the top u.s. officer went on with what can be described as a desire assessment of where the world is right now. >> we are witness to the greatest threat to peace and security of europe and perhaps the world, in my 42 years of service in uniform. the russian invasion of ukraine is threatening to undermine not only european peace and stability, but global peace and stability that my parents and a generation of americans fought so hard to defend. >> milley going on to suggest

cnn's barbara starr is live at the pentagon with new reporting.ussian intent to do so. but does the u.s. believe they have the capability as well? >> reporter: that's what the big concern is of course, jim. a defense official says they believe russia will try and target some of these supply routes now. and you may ask why they haven't done it so far. we have no information that's been given to us that russia has succeeded in doing it yet. that's the capability question. the sense of it is the russians so far have not had a lot of good intelligence about where these weapons shipment are moving. but perhaps even more important, the russian military doesn't have a good track record in ukraine of being able to strike moving targets, moving convoys, moving rail cars. what they may turn to, the assessment is, is trying to take out roads, bridges, rail tracks where they think the weapons shipments are moving. all eyes on this now. as you say, a huge amount of u.s. weapons are going into ukraine. over $2 billion pledged, over 100,000 in just anti-tank and

cnn's pentagon correspondent barbara starr reports that deployment could extend through the summer.t me go through a few quick numbers. before the invasion, about 60,000 u.s. troops in europe. now that number is at 100,000. and potentially to grow. some of these troops serving in what are called nato battle groups. there were 5,000 troops across four countries in these battle groups shared by the nato nations back in february. nato says it's 25,000 troops. you aren't quite sure about that number. but 25,000 troops, around eight countries. i want to show people what that means. you have the today and tomorrow, about military deployments. then this nato rethinking. back in 2017, these nato battle groups were in estonia, latvi alithuania and poland. now help us understand. more u.s. troops but also more nato troops. >> john, what you are beginning to see lay out right in front of you on that map is the future of the u.s. military presence in europe for many months to come, if not years, as well as nato. this is the money, the troops, the weapons, the commitments to nato to try and bols

cnn's barbara starr live at the pentagon this morning. barbara, what are you hearing? >> reporter: good morning, john. the pentagon says they are beginning to see the leading edge of this russian advance moving into the donbas. russian fighters -- russian-backed fighters have been there for years. this is something very different. they are seeing the russians move in with artillery, with command and control, with other leading-edge capabilities as they push into the donbas for what they expect to be major land combat. it is the beginning of setting up the military capability for long-range fires in that region. it is something that is being watched so carefully because vladimir putin wants to declear clare some sort of victory, it's widely believed, sometime next month. he is looking next may to score a win in his mind. this is the place he's going to try and get it. because he feels he has the capability in him to do it. the troops that will move in are likely to be russian troops that left from northern ukraine around the capital of kyiv several weeks ago, went back,

. >> cnn pentagon correspondent barbara starr with us now. barbara, what's the view from the pentagon? >> reporter: well, here at the pentagon officials are saying they knew the missile test was coming, that in fact the russians had correctly and appropriately notified the looming test to international authorities under arms control agreements. they knew the launch window was open and when it did launch from northern russia to this peninsula out in the far east of russia, u.s. satellites, u.s. intelligence assets were able to track it all the way. so not a particular risk in and of itself, no threat to the united states. but officials also saying in this period of heightened tensions, maybe not such a good idea, not great timing for the russians to decide to do this, well aware of putin's constant escalatory behavior. but the u.s. cancelled its own intercontinental ballistic missile test earlier this month because it did not wanting it to be misinterpreted by the russians. it didn't want to give the russians any excuse to say that the u.s. wa

cnn's barbara starr is with us now on this story. suicide has been, there's no other way to put it, a plague on the u.s. military for so many years now. the pentagon constantly struggling with its programs, prevention efforts, trying to figure out what is going on. now another effort under way. the george washington is in port for long-term maintenance. some of these depths occurred off the ship. it is very difficult, it is a very stressful situation for sailors when their ship is in the yard for months on end on maintenance. they do not have the basic standard quality of life in the u.s. navy. now, there's no indication of any correlation, but the investigation will look at all of the cases and try and determine if there is something in the culture, in the climate, in the living conditions. what may have happened here for this to have happened. but the suicide issue really is across the board, throughout the ranks in the u.s. military. congress has ordered the pentagon to stand up an independent review panel across all the services

cnn's barbara starr live at the pentagon with this new reporting. what have you learned? very few details available but when lloyd austin was preparing to go to kyiv the pentagon began to develop a secret communications package for him, modified from what he usually carries as he travels, a defense secretary, a president of the united states, they're traveling, they need secure communications, they have their airplane, them embassies, they have troops on the ground if they are visiting military bases that all can handle that for them, but in ukraine austin had none of that. he walked into that room with two aides, with two staffers, his senior military assistant, general randy george, and his top ukraine policy expert. that's all he had. so in order to stay in touch they modified his communications package we are told and the pentagon press secretary john kirby hinted at how significant it was. he said, and i quote, at no time was secretary austin unable to execute his authorities in the chain of command. we are specifically told that included the nuclear chain of command

barbara starr is live at the pentagon to break it down.t's been a remarkable couple of weeks, right? in the span of two weeks, two $800 million packages loaded with forms of aid. where do we stand now? >> reporter: well, right now it's $3.4 billion in u.s. weapons and military assistance that's gone to ukraine. the latest, as you say, announced yesterday. you see it there. but right off the top, the president says it will not be enough. he will go back to congress to seek more financial authority for additional weapons shipments to ukraine. and right now what they are also doing, of course, is scouring europe, talking to the allies, talking to countries on that nato eastern flank, to see what they have in their inventory that they can contribute. the shipments are beginning to change character a little bit. in the beginning, as we know, it was largely anti-tank javelin systems, anti-air stinger systems. and that's still going. but the latest group of weapons announced yesterday, and let's take a deeper dive look into that, focused a lot, c

with me, cnn pentagon correspondent barbara starr and cnn military analyst retired lieutenant generalark hertling. let's go to this list of new aid. barbara, we watched through this here. it's much heavier equipment. the biden administration deciding after weeks of resisting saying some things were across the line, we weren't going to do that adding ho howitzers, armored personnel carriers, armored m-3s, helicopters. it tells you what they expect to happen. barbara, help us with the howitzers first. a couple of weeks ago, the administration said no. now it said yes. why? >> it's because of where they are headed. into the donbas and eastern ukraine. this is an area that is relatively flat and open. they are going to be fighting over longer distances, open range, long-range fires. and that is why they're going to need howitzers and those counterbattery radars, the air defense radars. this is not what we saw north of kyiv. wooded areas, ambush tactics, successful as they were. that's what is not on the table here. so we've got an -- new $800 million package that they have got to get ther

barbara starr has more for us. tell us something. >> as you look at the list advertised, you can begin to see some clues about how this battle in the east is going to shape up. the howitzers designed to give the ukrainians, fair to say, maximum mobility. they tow the howitzer, they fire, they can move it out of russian eyes and ears very quickly so the russians can't find them and target them. with these new uavs, this is something called phoenix ghost. we have not heard about this weapon until today. the pentagon saying it was developed by the u.s. air force for ukrainians' specific needs in this area. similar to the switchblade drone that they are sending, this means it is a drone, classified project because they're not telling us what it is, but possibly has both anti-tank, anti-personnel capabilities, developed by the u.s. air force again for specific ukrainian needs. and i emphasize this because when we looked up the company that the pentagon said was developing this drone for ukraine, it is a u.s. contractor

cnn pentagon correspondent barbara starr joins us with details.e deaths, but three young sailors assigned to the aircraft carrier "george washington" were found deceased within just a few days of each other. actually, one, found, taken to hospital, passing away a short time later on the 15th, the other two sailors found deceased off base just a few days earlier. the "george washington" is in port for maintenance, so many of the crew lives off base while all of that is going on. what the navy did do is bring on board a special psychiatric team to provide short-term mental health counseling to any crew member that felt they needed it. these are mental health resources that are brought into situations like this after a traumatic event such as a death and now the crew is facing three of their sailors, three of their shipmates passing away with just -- in just a few days of each other. the investigation goes on, but this comes at a time -- there's no cause -- i want to emphasize, no cause of death has been released, but the mental health counseling tha

barbara starr is at the pentagon with more. and barbara, ukrainian officials are reporting increased shelling and civilian casualties in donetsk and luhansk. what more are we learning? >> i think we're beginning to see see it all take shape, the battle, the heavy combat moving to the south and east. you see the russian weapons moving in, the reports of shelling. this is where the focus now by the russians is clearly going to be. it is where putin thinks he will be able to declare a victory. he has a new general in charge. the combat is expected to only grow more heavy. but there is a couple of things also going on. the weather is not in the russians' favor. period of heavy rain is expected. that is going to turn a lot of this into a sea of mud. and force the russians to stay on paved roads. that may make them a target for ukraine forces because they will be able to predict where and how the russians are moving. won't be able to go across open fields with their heavy weapons when there is so much mud there. that may work to the
