states, to review all these applications on hold, the u.s. government created an interdepartmental visa review committee with different agencies including the fbi, the department of war, office of naval intelligence, the state department to the justice department. they would meet in washington and they would invite the relatives to essentially invite them to demonstrate that their loved ones back in france trying to get out were not threats to u.s. national security. it was the onus on the relatives to prove that their friends or relatives in france were not nazi agents. in any event, in july 1942, the visa review committees approach the visas for max and fanny. the tragedy was that in august 1942, just a couple weeks after their visas had finally been approved back in washington, german policy changed and they now started, they did not anymore allow people to emigrate. the policy was annihilation. beginning with the jewish who had ended up in the countries germany had conquered including france. under pressure from the germans, the french began handing over their foreign jewish internees to the germans beginning with max and fanny. they were amongst the first to be transported. first from a camp near marseille and then subsequently to auschwitz at the very time when they had finally reached the front of the line for american visas. we have a letter from max and fanny's son who lived in chicago. he had gone to washington to plead the case of his parents and when he learned that their visas had been approved, he wrote to his parents and friends and said, i see you trying to keep the tears from your cheeks. keep your heads high. god willing you will soon be able to set foot in this wonderful country. actually, as far as we know, they did not receive the letter. it was returned to the united states. so what happened to these 6500 deportees that i talked about? roughly half ended up in auschwitz including max and fanny. 25% including the grandfather of the meyer family died in french camp's in atrocious conditions. about 12%, mainly young children, managed to hide out in france to survive the were. about 12% including the meyer family, except for the grandfather emigrated to the united states not only to the united states mainly to the united states. so what determined whether you survived or did not? you cannot reduce it to a single factor but i have tried to list some of the factors here. one is the date of your emigration application. whether it was before or after august 1938. august 1938 turned out to be a watershed because it was the period when the persecution of the jews in germany started to become much more dramatic and people who thought they could hang on decided it was not possible. so the waiting lists became unmanageable after august 1938. max and fanny, in contras

we are currently doing a second , and they are asked by congress. those reports should be coming out sometime in the fall where they are giving a more detailed assessment. we will be taking a look at the afghan government's capabilities to address the corruption issue. corruption is a problem in afghanistan. it's one of these problems that doesn't disappear overnight. we have been critical of the afghan government, where they deserve criticism, and where they deserve praise. mixed bag. the other question, are there other problems? one of the ones that i think is important to keep in mind is the narcotics problem. that is going to have an impact on successful peace and incessful security afghanistan. narconnot have a existence, which has close ties groups, andcs expect you are going to have lasting peace. narcotics traffickers do not like strong central government by definition. it is not just in afghanistan. you can see it in other countries around the world. many of the narco traffickers in work withtries terrorist groups to provide protection. we would be so naive if we signed a peace agreement. and miraculously those terrorists who had been collecting money and developing the relationship with narcotics traffickers will all of a sudden say, i don't have to do that anymore. we dealto make certain with that problem and more importantly the afghans have to deal with that narcotics problem. that could be a real stumbling block, unless the afghan government can handle that narcotics problem. i think human rights is a big issue. not just human rights dealing with gender, but human rights in general. taliban havethe used two recruiting purposes. one writes the illegality and the bad governments. a those things are going to be there with our help in the coalition. to recruit going more people who are upset with the government. they turned to weapons and destruction. that is something we have to address and the afghan people have to address it. >> one more question, go to the gentleman in the front. >> do you mind introducing yourself? >> i did not invite to particular issues. and the lack of the agency to coordinate all of the military support efforts. why do you think it took so long for all agencies involved in the military support mission to not identify this particular issue? take six years for sigar to come to this conclusion? to thet is the solution frequent personnel rotation? assignedncy should be to coordinate all of this? >> very good question. these problems people have identified -- many people who served another half -- served in afghanistan came back and commented on these problems. voa,ad great reporting by washington post and many other journalists who came back and commented about these problems. sigar was created 10 years ago. icame seven years ago, and think our earliest reports, we did look at individual programs, identify the problem of training asast two frequent rotations problems. what we did here was try to collect as much data as we had to understand the problems. this isn't a problem we just discovered now and no one has ever heard of. we serve a different role. i made a comment to somebody about what is your source? state department, really the department of homeland security negotiating u.s. foreign policy and broader western hemispheric policy. so, what's the role of dhs here and how do they sort of navigate? >> certainly for the whole u.s. government, the state government is a-- that every government has negotiations in their area of agreement. when i was at dhs i was actually an attach in canada and they had attaches around the world on the immigration side and with countries along the way. secretary nielsen was in the process of security cooperation with the triangle countries before she departed. and that level what they're trying to do is see what level of cooperation, primarily on border security, particularly with mexico and guatemala and securing your own borders and offer them technical assistance and support in understanding how best to secure the borders and also how to improve their immigration institutions. that's another thing that dhs has expertise that they offer to other countries and was working on and last but not least, going off criminal and smuggling elements that are facilitating the migration. so that's sort of the realm they're working on and it does seem sort of contrary to sort of the way the president is conducting diplomacy via tweet, but a lot of this is ongoing series of meetings. so just yesterday the security ministers, interior ministers of all triangle countries were meeting with secretary mcleanen to talk about these things and apparently had a fairly productive meeting. those are ongoing, but longer term negotiations, it's not that the president is to shut off the migrant flow, if you will. what he's trying to do, i don't think a safe third, i don't think he cares if it's safe. he's looking for a country of first entry agreement. and from what we understand of the negotiations with the jimmy morales, the president of guatemala. it was about guatemala accepting back anybody who had travelled through guatemala to get to the united states. it doesn't require guatemala to take applications from asylum from them or process them 0 are require them to be safe, we're going to send them back to you and it's one way. >> well-- >> it's more akin to possibly what the eu is trying to do with turkey. right? like you keep everybody there and don't let them into our territory, and similar i think that's what they were talking about in mexico. that's different from the safe third country agreement we have with canada, which is reciprocal and we think each other's systems are relatively similar, coming from one country to the other and asking for asylum we're going to send you back and say go apply there. it works both ways although the majority of the travel is going north so canada sends more people back to the united states than the other way around. theoretically it's reciprocal. that doesn't seem to be what we're talking about. >> it's a perfect transition to the ambassador not to just sort of go down the line here, but you know
