john has served in the state department as secretary kerry's chief of staff and was the security advisor to jake sullivan. the conversation we're having today is one i would not have predicted when i was younger. i think those of us who lived through the end of the cold war thought the height of nuclear danger was behind us. the fact we're living in a moment of arguably the most significant nuclear risk in my lifetime is something i might not have predicted 10 years ago. the expansion of china's nuclear arsenal and russia's experimentation and breaching of taboos, experimentation with nuclear blackmail, has heightened the tension and danger nuclear weapons posed. the u.s. has this -- this council has said bigger is not necessarily better in terms of deterrence, but recognized in order to maintain deterrence, we may need to expand our nuclear arsenal. obviously a great cost and with great care. the national security council laid a key role in defining our nuclear strategy over the years and we are honored and delighted to have john here to give an address which will be followed by a panel
