if you start to look at specifically in the state of ohio, just how the republicans have organized, just talking with sources at the republican national committee and they've really tried to have an influx in terms of not just ground game volunteers, but also in terms of the outreach in that. now look, things get tricky here though because obviously there are several of the president's policies that are incredibly unpopul unpopular. immigration. the tax reform bill. but this is neck and neck and you're trying to see a situation quite frankly where some republicans in this case in particular, they're not necessarily trying to run in lock step with this administration. >> so laura, building on that, is this election then about donald trump, who will be in that picture on the left in a couple of hours or is this about the democratic candidate here? danny o'connor? balderson or nancy pelosi? >> i do think it's a referendum of trump. clearly, it's about whether race. i think that's why trump is leaving his summer vacation to speed out there to ohio and campaign. because he knows that it looks

the state of ohio through the secretary of state's website and the board of elections they're sayinge ballots that currently number 2,750. and that's not even counting delaware and franklin. so from the rest of the district we're being told individual in these counties there's nearly 3,000 votes there. what are those votes? are those early votes that just haven't been counted yet? we think some of them, a small number, not nearly 2,700 are military votes. so what are they? are they actual votes that were counted? are they early votes? the early vote went democratic. we're trying to find out. i will pass word as soon as i know it because that becomes the key question. if the provisionals break democratic solidly, if o'connor kind of treads water in what's left in delaware you're looking at a gap then of potentially under 1,000 votes. it does raise the question of would you be within 0.5% and have that automatic recount and it raises the question of are there other votes out there that are falling into this category of uncounted absentee that the secretary of state of ohio is telling u

republican tax cut doesn't actually work as a campaign message in the wealthiest district in the state of ohio? >> it is striking, they ended up emphas em fa sizing the cultural-type themes of the president. accusing him of being in favor of open borders and amnesty. and trump is strengthening their hand in rural areas, but driving away a lot of white-collar voters. not to mention, he's animating and alienating millennial and minority voters. this was an 86% white district, and you didn't have any kind of minority presence as part of the equati equation. i think you draw a straight line from virginia, alabama, and pennsylvania, and it points towards significant risk for republicans in suburban areas everywhere. on the other hand, it shows how much of a headwind democrats still face in rural areas, and points towards democrats still having the overall advantage of winning the house. and the likelihood of this extreme division after the elections. and the reasons mopublicans mos uncomfortable with trump's policies are the ones most likely to lose. >> the tax cut is becoming increasingly unpopula

supreme court with the state of ohio to not participate in those elections. so mandatory voting is something that we should think about without participation to low income households not have the election on tuesday. this is one of the things much more widely on the agenda. so the voting cap is minimum sentence on voters to have people pass a standard test. this raises a lot of alarms because they have a very bad reputation to. >> you are probably right. historically this was almost an adjective if the landowners et cetera the ability to figure out if there are ways to encourage to provide those higher allocations for more engagement especially with that backdrop of participation and the number of times i have seen that impetus. and a black woman from africa immigrant to be that proponent testing from my own background or let alone other people. it is a little hard to swallow on the surface but there are proposals around the world that i think we could live with to address the more structured problems. >> with the last recommendation tell us about those. so to

let's begin there with the rally in the state of ohio. this is the final special election. a congressional battle between a republican and democrat. the vote is tuesday prior to the midterms. how critical is this outcome for mr. trump? >> well, for us it's critical. i think momentum is what we're talking about. if the republicans lose this seat which is possible, it would indicate that mr. trump has not only been energizing his base but has been energizing the opposition to him also because the democratic party is always arguing with itself. but the fact is there are a lot of people out there who will campaign and will vote against mr. trump as well as his base that fights enthusiastically for him. he is someone that lives on division and creates division and it could be that in the midterms his party is cursed by that kind of division. but we have to see. >> yes. he continues to blast the media during his rally. was the attack on the news industry his war, if you will, on the media, do you think that could help him or hurt him in the november midterms? >> some of these are

ohio, the 12th congressional district, the republican right now slightly ahead by about 1,700 votes, troy balderson over danny o'connor, still 8,000 votes to be counted. and in kansas, the secretary of stateach slightly ahead by 191 votes over jeff colyer. what are you big takeaways of last night? >> well, first of all, ohio shouldn't have been a race. you know? this was a place that donald trump won by 11 points. this is a reliably republican district more than three decades. and i think that the fact that the democrat has come that close means that if i'm a republican and i'm running in a suburban district i'm worried! i'm scared because this race should have -- just shouldn't have been there. so i think that, you know, if you're a republican now, you have to decide how close you cozy up to the president, whether he helps you or whether he hurts you. and the big issue here as it always is in midterm elections is motivation. and if you looked at the numbers in the state of ohio as we did last night, democrats said 66% of democrats in this special election in the middle of august said that they were motivated to go out and vote. so i think you have to kind of multiply that when you get to
