live in staten island, what is it like there now? >> reporter: well, christi, we're near the starting point. we're in the runner's village where 47,000 runners are getting ready for the race. you can see the way they are dressed it is a cold and windy morning in new york but not cutting down on excitement. remember, this race was cancelled last year because of super storm sandy and a lot of athletes had tried to complete the boston marathon but that race was cut short. the result is strong. this race is personal and here is how one of the runners put it when he spoke to us this morning. >> i wanted to come to new york, first, i want to honor the victims of the boston marathon and survivors and secondly, last year i came here to run the race and super storm sandy cancelled the race so i want to come back here and finish the business. >> reporter: bill with 47,000 other runners are subject to strict security measures this morning. it isn't cutting down on their enjoyment but they can't carry backpacks, water packs, no face mags ks and

the race is 26.2 miles starting here in staten island and ending in central park. of course, many inspiring stories. but we had a chance to meet up with one incredible family as they geared up for today. for the schneider family, running is so much more than a sport or a way to keep fit. >> this is our number one main activity as a family. everything else kind of comes second to running. >> reporter: 23-year-old identical twins alex and jamie are severely autistic. >> on the spectrum they're at the very bottom. both of them are nonverbal. >> reporter: running has given them joy and relief from the frustrations of not being able to communicate. when the boys were 8 years old, dad allen noticed how much they liked to chase him around. then when the twins were 15, the twins found their calling. >> we found out about a club that offered volunteers to run with individuals with disabilities. they said these guys are amazing. >> reporter: they have been racking up medals ever since. >> they have done about 130 races, from 5ks to marathons and everything in between. >> rep

. >> kilmeny duchardt is live at the start at staten island. this is the first new york city marathon since the boston bombings, what is the feeling among the runners that you spoke to? >> i can tell you it's a little brisk out here. i can stand to do a couple of warm-up laps. the excitement is palpable. 45,000,000 - more than 45,000 runners are lining up here in staten island to get ready to embark on the 26.2 mile journey. the consensus is let's do this. that's a stark contrast to last year when running the marathon was a divisive issue. you had the mayor saying, "the show must go on", and pumps a lot of funny into the economy. you had another camp with a public outcry saying there are so many storm victims needing our help. why don't we diversify the resources. ultimately it was cancel. for some people it was two years in the making, they are ready to go and do this. . >> you mentioned security seems to be front and center after bovt job's bombings -- boston's bombings. what is different this year. >> we saw a heightened security presence. y

goes through the five boroughs and taking a look at some of the conditions, this starts off in staten island right near the verrazano bridge. with the north wind, that's going to be kind of tough for those runners, again, moving through the five boroughs. of course brooklyn, the bronx, moving into central park. again, that north wind is going to be tough. thankfully, we're not dealing with rain or snow, but the winds are going to cause some problems. have you ever run the marathon? >> no, it's a lot of fun to watch but i don't think it would be that much fun to run. i like my three mile jog. >>cy i agree. my husband ran it one year and he said that was enough. >> once is impressive. >> never run it. >>> something else is going on, democrats are fuming over obama care. they're urging the white house to fix the glitches associated with the rollout in time for this year's midterm elections. but could it already be too late? we'll have a fair and balanced debate coming up. >>> and the blame game over the nsa surveillance program. who the agency's chief says is really responsible for all the rece

but the way that the storm is slamming staten island may be very different from the way it is being felt in the northern bronx. i am going to bet this is the same for other key agencies that have a similar style. i think it would strengthen the department to trust the acumen and the experience of the field officers who maybe are not ready to start salting or want to start salting for the central agency is ready to declare time. in other words, when you have a system of promotion and you're confident the people you have promoted into managerial decisions are skilled and competent, give the men the power to call the shots at the local level in ways that are immediately relevant to that district rather than have all of that central, especially when you have information lag. we will never face a storm like that again, not because we won't have a storm that big. i'm sure we well. but because there are now in place very sophisticated data gathering mechanisms like gps and all the trucks for a start, that will help the department understand and respond in a much more nimble way than was possibl

a year ago, glenda moore found herself caught in the streets of staten island when her suv stalled inst of hurricane sandy. according to moore's as i say itter, she ran from the car, clutching her boys. she knocked on doors, begging for help, for shelter from the storm. no one helped. the storm ripped the boys from their mother's arms. they died. these stories and many like them are part of what makes so many black americans feel like outsiders, like less than full members of society. when all these stories float in our head and even the president's americanness is challenged extensively by citizens and lawmakers. how can we not feel like unwelcome travelers in the american project? how can we not feel like as my man chauncey de de vega wrote, s extensionally outside of what it means to be an american that black people are poisons in the body politic of the united states. chauncey reminded me that decades ago, there was a book for black travelers called "the negro motorist greed book" that let folk know where they could find hotels, gas, restaurants, when in unfamiliar areas, because
