president of the united states. donald trump and michael pence. as it has been previously stated, the road to this moment has been intense and competitive. however, just like with all elections in our great country, now is the time to come together and we will unite around our new president and vice president. the voters who have elected a team that has given hope to pennsylvanians from ambridge to wilkes-barre, we all have stories of people who became engaged in the political process because of donald trump. last week, we welcomed our president-elect and vice president-elect back to pennsylvania to thank us for our support. but now, as we cast these votes, our country takes one more step towards a new era. it will be an era filled with possibility and opportunity. for all americans. it will be an era in which men and women regain the pride and solace that comes with the family sustaining employment. and it will be an era in which our nation, once again, leaves -- leads the battle against the dangers facing freedom

and their stated purpose is clear. they believe in one state, greater israel. in fact, one prominent minister who heads a pro-settler party declared just after the u.s. election "the era of the two-state solution is over." and many other coalition ministers publicly reject a palestinian state. and they are increasingly getting their way with plans for hundreds of new units in east jerusalem recently announced and talk of a major settlement in the west bank to follow. so why are we so concerned? why does this matter? well, ask yourselves these questions. what happens if that agenda succeeds? where does that lead? there are currently about 2.75 million palestinians living under military occupation in the west bank, most of them in areas a and b. 40% on the west bank, where they have limited autonomy. they are restricted in their daily movements by a web of checkpoints and unable to travel in or out of the west bank without a permit from the israelis, so if there is only one state, you would have millions of palestinians permanently living in segregated enclaves i

the state. the state action was much more conclusive in that regard because they're dealing with a mountain of evidence around the state legislative and state senate district. finally i would say there are other judicial mechanisms available to this court and two district courts generally to control and handle the question of multiple cases moving through the system. congress making a decision that in the cases of statewide redistricting there would be an expedited process for cases to move through the federal system to the supreme court. whether that was good policy or bad policy in the pot of congress it was a policy decision that cases that come up out of the federal courts come from a three-judge panel on direct appeal to this court. the other case goes through the normal circuit channel this court might choose or might not choose to hear it, but that's not an accident, that's not fortune come that is an actual deliberate decision that congress made in structuring the review. finally this is

the candidates don't go to big states or small states. they go to swing states. and within that lucky band of states they go to the big ones. fully two-thirds of the events staged by the clinton and trump tickets in this year took place in only six states, florida, north carolina, virginia, pennsylvania, ohio and michigan. amazingly almost every single appearance and event by the campaigns happened in just 12 states. so the vast majority of americans were simply left on the sidelines. and this has a predictable effect on voter turnout. in 2012, for example, the swing states saw nine points higher voter turnout than the safe states did. which makes sense because the reason that people go to vote is because someone gets them to go vote. you're about to gavel me, mr. chairman. okay. i wanted to respond to some things that congressman scott asked. but let me just say this about the national popular vote plan, if i can. this is the way that major institutional political changes have happened in our country. the states do it first. so we had the problem. another undemo
