i'll give you some statistics that the justice department findings say show how much african-americans were targeted for tickets, for jail fines, for municipal court proceedings and so on. 85% of vehicles stops between 2012 and 2014 were of african-americans. 93% of people who were arrested were black during the same period. and here's another couple statistics. 90% of all citations were against african-americans during this time.

i have about 100 different statistical indicators for doubting minds did i hope you leave knowing this is a very empirical foundation and i would really love to share this with the head of the new york city police union so he will know this is really real and not just a figment of some imaginations. so i give you all of this sort of portrait of what the experience is like and we have heard a lot of these data in other books. michelle alexander did i think a really fabulous job on her last book the new jim crow and unpacked a lot of that. michael ty murray another brilliant person who has done the same. what i'm trying to add to this conversation is how do we appropriate political responsibility? how do we bring politics into this quite naturally because i'm a political scientist at nasa sort of thing i want to do and i think it's also important for us to do that because too often when we have these incidents happen in the country our conversation about what has happened in our conversation about who is to blame is too narrowly focused. we asked the following types of questions. was off
