supervisor stefani? >> supervisor stefani: thank you. i've been around for a while. i was here back in 2006, actually. when the voters passed the policy statement urging the mayor, which didn't come to fruition before the board of supervisors, and then they tried again in 2007 at the ballot and the voters rejected it at that time. and then in 2010, the voters did pass a measure to require the mayor to engage in policy decisions with the board and now we have the system in place that supervisor peskin described. while i do appreciate supervisor peskin's desire to change the way we're doing it, for reasons that he stated, i am not in favor of changing it. i don't think it's effective. i don't think we get much out of question time. and i think our time could be better spent doing our things. it could double the amount of time that question time would take. and i don't know that it's actually going to realize the goal that supervisor peskin would like it to. i think -- say we have a topic. yesterday, we had a scripted question and the mayor was aware of that question. i

. >> supervisor stefani: i have a question with the lease. does the sfmta have plans to address the security measures that have taken place at the sutter stockton garage? >> absolutely. we have been working with what i would call a task force set-up for about the last 2 1/2 years at this location. that was -- at that point we started having meetings every quarter or so with the police department and the parking operator that runs the garage on our behalf and myself and members of my staff, and members of the union area b.i.d. have also been -- and also the sub-contracted security vendor that works for our parking operator have been having periodic meetings to share data, review the nature of incidents that happened and to sort of plan in coordination different efforts that we can take to try to make things better. it's an ongoing challenging situation but we are working regularly with that group to try to address it as best we can. >> supervisor stefani: you foresee an actual security plan being in place as part of this lease? or if not part

supervisor stefani has another question and then we'll be able to move on. >> supervisor stefani: a quick resis it to the number that was created in 1984, which seems like forever ago. i'm wondering whether or not -- i know you're undergoing a staffing audit, but if you have an idea of how many more officers you think you need above that to -- you know, the chief just said we have a population of 1.5 million. do you have an idea if we're looking at 200 officers. we know we're down 73 from the number that was created in 1994. i'm trying to get a sense of what your budget is going to look like when we get it on june 1st. however officers above that do you think you're going to need? >> that's what we're working on, in terms of all these different staffing analysis that we're trying to bring together. i would ask or recommend that it may be better for those things to come together so we have a solid number in terms of your question. we often times refer back to the first study that was done ten years ago. there are some differences in policing from then until now, but even with that number,

supervisor stefani? >> thank you, supervisor coenhad. first of all, i want to thank everyone who has come out to speak on this today. i know this is a big project that will have a significant impact in the ar area. i want to acknowledge that we have heard your statements. whether or not this is project is fiscally feasible and whether it merits further evaluation and environmental review, and it does not state that there's a project that's up for approval or that will be approved. chapter 9 allows the board to request the budget and legislative analyst to offer a feasibility analysis asmt worked with them for eleven years now. and i trust them. i want to emphasize that approving this today does not mean that we have not heard or that we're ignoring the concerns from the community, from parking concerns to looking at studying higher density. our approval -- i want to ensure the community that this project will go through a rigorous and thorough review. i will make sure the project sponsor and partners provide detail for parking for our st

i've heard from supervisor stefani already. i myself have listed a street cleaning as a budget priority. i think supervisor fewer has as well. it looks like we'll be able to have funding as we continue to go through this budget process. for us it's a matter of time. what is the most pro pr appropro do this. since we are in the beginning stages of the budget process, i think that we need to continue to build this transparent process. so that means that understanding how we can limit dumping and trashing furniture and mattresses on dead end streets is part of the conversation. being mapping out when we did our power washing, when we're doing our street sweeps, what is the operative timing for an afternoon swing shift? we need to do this right and we need to do it for everyone, not just a pre determined area. i want to make sure that i have indicate that this issue will be a board priority for the budget cycle. i also want to signal that we will have a full report on why our streets are as dirty as they are, why they've gotten to
