supervisor stefani? >> supervisor stefani: just a quick question.did we understand the extent of the repairs at the time we entered into the lease? >> sure. i'm going to turn that over to scott wall. >> yes. would you mind repeating that? >> supervisor stefani: yes. i'm wondering if we understood the tenant improvements that were needed at the time we actually entered the lease? >> so the lease was entered into before my time as director, but i would say mantha estimathat estimate was on the low end for tenant costs. that was about $6 million per the lease, but after further investigation and going through the systems, that does look like it was not enough to complete all the necessary repairs to the building. >> supervisor stefani: okay. so going forward, is there a way that you've identified to prevent that from happening in the future? >> yes. quite frankly, we need to do a much better job at assessing building systems going forward and make sure that those are accounted for in any lease negotiations, especially lease renewal. >> supervisor stefa

thank you. >> supervisor mandelman: thank you, supervisor stefani. with that we will hear from judith martin from the department of public health, doctor judith martin. >> thank you supervisor and chairman delman. i am glad to be asked to talk about this treatment on demand. it is a key feature of san francisco's services, as you pointed out in your talk, san francisco is always willing to provide leadership to the whole world and this is one of those examples. my presentation is going to include an overview of substance abuse treatment and trends in san francisco and some things about proposition t, and then talk about part of the system that is very much with this and then the lessons learned. this is a slide that shows a lot of things. on the right is the jail map. red dots are substance abuse treatment locations. the blue shows clients. the darker the color, the more people. the city and county of san francisco substance abuse treatment services in 2018-2019 served 6005 clients, 99% which were adults. 56% were homeless. if you look at residential

supervisor stefani? >> supervisor stefani: thank you, madam clerk. colleagues, ilast week, during or public safety and neighborhood services committee, we heard from the san francisco police department to hire civilian staff in order to employ more officers to important duties. last year we budgeted 25 duties for police civilianization with the expectation they would be hired by april 2019. during last week's hearing, we learned of the 25 positions, only 13 were filled. the others were held up in the lengthy hiring and classification process. i know that the police department is not the only department to face these kinds of issues. between now and the hearing, i will be working with all our first responder departments including police, fire, the department of emergency management, and the department of public health to understand which positions most urgently need to be filled because of the public health and safety position they provide. i want to learn what obstacles the department face in doing so. as a former department head, i know that we have

supervisor stefani, what is your will?. >> thank you chair peskin on the entirety, on all three items, are you asking me or just trees and parking? >> well you do have some amendments before us on the development agreement item 5 on the zoning map item 4 no changes to item 3. so we should probably discuss those. and then talk about what we want to do with parking relative to items 4 and maybe 5. >> okay. first of all i do want to thank everybody for coming out today. this has been a project long in the making. i believe one of the public commenters said i've been involved in a long time since i was a legislative aid in 2014. more meetings at the jcc with the committee. i was county clerk for two years while this project continued. came back as supervisor. i've been supervisor for a year and ten months. and we are still talking about this project. so i want to thank everybody who has been involved. the neighbors have put a lot of effort into this, so has the project sponsor. the intent is to come up with a project that fits

supervisor stefani. >> supervisor stefani: thank you, madame clerk. i recently held a hearing on food insecurity in san francisco which is a dire and growing problem among low-income pregnant women and families. access to food should be a basic human right because it's a fundamental human need. food insecurity is limited or uncertain access to adequate food. it affects every neighborhood and every community in the city. almost 30,000 san francisco children live in households earning below the poverty line. $50,000 for a family of four. 12,000 of those live in households earning $22,000. these families are food insecure. children need adequate nutrition for health, well-being and proper brain development. pregnant women who face food insecurity are at high risk for preterm birth. the cost of not being able to eat today can have permanent negative health consequences. despite the programs available to address the issue, food insecurity remains high and continues to rise. in a survey of san francisco families on wick more than half were food insecure. in

i'm catherine stefani. i'm the supervisor for district two. it is such an honor and a privilege to serve district two. thank you all for being here today. thank you mayor breed for your remarks. obviously we are here today to commemorate 30 years of the loma earthquake, witching just 15 seconds rocked our community. i can't believe it was only 15 seconds because what -- 170 -- one summer he asked me the other day how long i thought it was, i said, at least a minute. when someone told me it was just 15 seconds, it truly was the longest 15 seconds of my life. we know that it took the lives of 67 neighbors and cost caused over $5 billion in damage. it is, of course, fitting that we are here in the marina, a neighborhood which suffered some of the most extensive damage. the headline of the examiner, in fact, the following day red, s.f. marina devastated. in this neighborhood, gas mains and pipes burst sparking fires, causing buildings to collapse, and killing four people. i was actually a junior in college. i was in my dorm room at st. mary's coll

vice chair stefani? >> thank you. thank you for your service and for being here today. with regard to the reacclimate and process, at that point in time, are they then going through the additional training such as c.i.t. and our new use of force policy training? >> there updates. >> okay. >> we also have our c.b.t., which is our continued professional training, which all officers are required to go through every two years. even if you are in an administrative position, you are still in the arena where you're going for updates and dealing with people with mental health updates and mental health issues and all of the nuances of patrol are still reinforced every two years as a patrol person even in an administrative position. >> thank you. i also have a question, too. for me i think that special attention made to our police force in public safety and civilianization is something that i think it's a high priority in san francisco given what we are seeing with property crime rates. i am wondering whether or n
