supervisor stefani. >> how will the tax collector identify and assess the tax. will it be self-reported or community reported or will there be a department actively monitoring the merchant corridors? >> thank you. thanks to all of you and the voters we have had taxes implementing new taxes over the last few years. this will not be the first. we have been working hard with supervisor peskin to understand this tax and figure out the best way to implement it. with all taxes our challenge is to do significant taxpayer outreach and education so that anyone who could be subject to a tax understands how it works. that will certainly be at play here should this pass, and, yes, all taxes are self-reported. when you file the taxes in the spring to the irs, yes, they take your employer data. most of it is generally on the honor system at first pass. that is true for business taxes as well, but we wouldn't be doing our jobs if we just left it up to that and we have a very robust enforcement team. that includes investigators and auditors and everything in between to make sur

. >> supervisor he -- stefani? >> thank you. can you take me through enforcement when there is a violation? >> i can use scooters for example. we currently have, parking citation for a scooter program. we have a both for services that have a permit and services that don't have a permit. for each parking infraction of a scooter that occurs, there is either $100 citation or a $5 citation with the overall violation for operating without a permit if that were to occur, that is a $5,000 violation. >> who is writing the citation? >> the sfmta staff. we have an enforcement team that is on in the field. i had a few stats that i thought would be of interest. in the last fiscal year there were 69 citations issued, total amount $161,000. so far, to date, since july 1 of this fiscal year there have been 849 citations issued. those are for improperly parked scooters. it would be similar with the parking violation, and there is a violation for operating without a permit. that would be unimportant as well here. >> is it complaint driven or is

supervisor stefani? >> thank you. just a question on the reduction in beds. the acute beds, 88 to 44 and 2011 and subacute 359 in 2012 to 241 in 2018. i am wondering if you went back through the budget and hearings to understand the rationale behind that and why such reductions were made when the need is so great. >> for acute beds, and this is in an interview, so it is anecdotal, our understanding is some of it had to do with budget cuts in 2008. i know that dr. gary is here and he maybe able to speak to that. and then, what our report says in terms of the number of subacute beds, and this comes from interviews and being able to understand it, our assumption is this is a combination of a book -- budget constraints and policy changes. what we learned through interviews -- that is the best we can say about it. >> i would say that those policy debates continue to simmer under the surface because even in this last year's budget, the increase in subacute beds, i mean i think it was 14, an additional 14 at st
