stephanie talked about reversibility. i'm wondering if the other panelists had any thoughts on that and also how you're defining it and what you understand it to be? >> i mean, i think reversibility could mean a lot of thingings. s, the key question is how are they doing it? reversibility, also implies that there will be some costs. so, you know, in taking down end strength in the army and marine cor corps, they've said that they're going to try to protect the mid level officers and ncos. that's smart. if you do need to rebuild your forces quickly, those are the people you need in order to train new recruits that are coming in. but it's still, you know, it's never wout a cost. those personnel are more expensive. so now your mix of personnel will be changing so that your cost per person, your average cost, is going to be a little higher because you're keeping more of those middle-ranked people. the same is true with the defense industrial base. you can cut programs and then make some investments that mitigate, you know, th

good morning, stephanie. >> reporter: good morning, jon. yes, paul garcia was convicted of first-degree murder last year, he was convicted of the first-degree murder charge on hiring a hit man apparently, in what appeared to be a love triangle situation in the south bay. garcia bought mountain charlie's saloon and the lounge, two popular spots from mark achilles. jeff rosen got the conviction on garcia by convincing a jury he had become obsessed with a bartender who worked for him. it was argued that he was in love with the previous owner which outraged garcia. prosecutors revealed desperate, quote, desperate text messages from garcia to donnelly before the killing. $900 in withdrawals and records showing that garcia downloaded garcia's picture, the same photo found with the hit man who was also convicted along side the middle man. garcia's previous attorney argued he was framed but failed in convincing the jury. he has a new attorney arguing for a new trial saying the previous attorney did a poor job. we'll find out a lot today at the cour

stephanie chuang is live outside the courthouse with the latest developments for us. good morning. >> reporter: good morning. this is a huge case in the south bay. murder for hire mystery that appears to involve a love triangle. a jury has convicted paul garcia of first-degree murder but there could be new developments in the courtroom this morning. to refresh your memory garcia bought two popular bars in 2007. the d.a. was able to convince a jury that garcia became obsessed with the bar tend here was apparently in love with achilli. during the 2010 trial garcia's attorney argued he was framed. garcia has a new attorney who says there needs to be a new trial. he thinks the previous attorney did a lousy job, failing to interview key witness and alleged get away driver. the defense trying to review footage at the bars. the hit man was sentenced to life without the possibility of parole. the middle man got 25 years to life. the only one is paul garcia and we expect to learn more at 8:30. stephanie chuang, nbc bay area news. >> also this morning a man accused of abusing h

his trial is over the 2010 murder of this 21-year-old perfect reefian, stephany flores.prosecutors produced video showing them together, and she never came out of his hotel room. her body was found there. he beat her violently in the face, they say. he beat her in the head. he took her pants off. he strangled her with his own hands and finally choked her to death with a piece of clothing stained with his own blood. but the reason the flores killing caused an international sensation was that it came precisely five years after the american natalie holloway vanished in aruba. van der sloot, one of the last people seen with her, was just 17 at the time and was heavily investigated. officials never had enough evidence to charge him in her disappearance. >> the u.s. government has sought to extra diet him to stand trial here for extorsion. he is accused of taking money from the holloway family on a promise to lead them to their daughter's body. she has still never been found. authorities believe he used the money to travel to peru where he met stephany flores. >> reporter: per

stephanie stanton has details. >> reporter: since early thursday morning, there have been 52 fires in and around los angeles. sunday night a dozen more fires were set. but early monday morning, a break in the case. >> our long four-day nightmare is over. >> this morning around 3 a.m. the sheriff's department detained a 24-year-old man named harry burkhart, who has subsequently been charged with one count of arson. >> reporter: police say he's a german national. he's been charged with one count of arson and held without bail. it's also still unclear if he acted alone. >> there are some indicators that he may be a lone actor, but we do not know that yet. >> reporter: he was apprehended in west hollywood by l.a. county reserve deputy. the part-time deputy says he made the traffic stop when he saw burkhart, who resembled the man seen in this surveillance video taken near hollywood and highland after a fire in a parking structure. officials say more charges are expected against burkhart after fires that terrorized the community and caused nearly $3 million in damage. stephanie stanton, nbc
