"today in the bay's" stephanie chuang is in san francisco. stephanie, state commissioners debating over two different proposed fines. >> reporter: that's right, good morning to you, scott and kris. that debate happening in the courtroom behind me this morning. the two fines one determined by administrative law judges a few months ago, the other proposed by the commission president himself last month that increases the fine by $200 million. both penalties would be record-setting in the state against pg&e for the 2010 deadly san bruno pipeline explosion that killed eight people and destroyed 38 homes. san bruno was just one of multiple natural gas accidents that led to more scrutiny of the state's largest power utility. san bruno leaders are supporting commission president michael pickers' proposal of a $1.6 billion fine that would cut the pg&e shareholders' payment into the state general fund from $950 million down to $300 million but it would add $850 million to go directly to pipeline safety improvements, that's in addition to $400 million in

"today in the bay's" stephanie chuang live right there at the scene in hayward with details. hanie, good morning. >> reporter: good morning to you, scott. we are about a few blocks away from northbound 880 at tennison where this original car stop happened. chp saying two officers walked out to stop a car for vehicle registration issues as well as the passenger that threw a cigarette out. the car ending up here just down the street here on tennison after roost road. the car was just towed away but the debris is still there. pg&e crews are still on scene because he crashed into two power poles. you can see the aftermath in the video from earlier, the black sedan with the rear end mangled and torn apart. the front bumper is clear off, the door ripped off. the two officers stopped the driver northbound 880 adding they didn't have enough time to engage in a pursuit with the crash happening just seconds later. the officer stayed on scene to help get the woman in her 20s and the kid under 10 years of age out of the car. the kid was in a booster seat. the two are at a local hospital f

"today in the bay's" stephanie chuang live at the scene. steph, crews just took that car away within the last half hour or so. how is the child? >> reporter: yes, good morning to you, scott. the good news is that child estimated under 10 years old is expected to be okay. he and a woman in her 20s suffered minor injuries. this happened 1:00 this morning. five hours later there is a scene at tennison and roost road because the driver crashed into the power poles here at the scene, where pg&e crews are trying to make repairs to restore power to about 120 people. now the car was towed away in the last hour, leaving behind just debris. this is a few blocks from the northbound 880, tennison off-ramp where the chp says the two officers made the original stop this morning for vehicle registration issues and after someone threw a cigarette out of the car. officers walked to the driver, the chp said he sped off and later crashed. the driver took off leaving behind a woman in her 20s and a booster seat. the chp officers stayed on scene to help get the

. >> stephanie chuang is live in san jose. what's the latest so far? >> reporter: good morning. scott and kris. the hearing is still going on here but christopher hubbart was the first witness to take the stand. he was on the stand for well over an hour. he came in through the public entrance. he had his private security detail with him. the security he lives with every day. and there were some extra sheriff's deputies escorting him as well. this case is under gag order so we don't know too much about it. the judge said this is somewhat of an unusual hearing. also showing up here today, five protesters who came up all the way from lake los angeles area. they made the trip last night. they want hubbart out of their neighborhood. his prison sentence ended in 1996 was deemed a sexually violent predator and confined to a state mental hospital until 2013 when doctors concluded after nearly 20 years he was fit for release. people say they've been in front of his house every single day since he has moved there. they want him to go back to the state mental health hospital. >> i'm not wi

. >> stephanie chuang is live in san francisco. the police chief is announcing the results of the department's investigation. the question now, are any of these officers going to lose their jobs? >> good morning kris and sam. that's ultimately up to the police commission but the san francisco police chief is holding a press conference at the hall of justice 12:30 this afternoon. we're expecting to hear a lot more details about what was said and what went on. i talked to jeff adachi this morning. he said at a hearing yesterday, the board of supervisors meeting, the chief said he would send out letters to suspend the officers and recommend firing him if it proves they were behind the text messages. it was stemming from a federal investigation when basically they found out that police sergeant was behind some of these text messages. he was eventually sentenced in february to three years and five months behind bars for fraud and conspiracy. here are some of the texts found on his private cell phone. quote, all ns must f'ing hang and in

. >> stephanie chuang is joining us live. some worry a new arena which will be less than a mile away from at&t park could cause major problems for ambulances to get to a nearby hospital. >> reporter: that's right. good morning, sam and laura. we are 3/4 of a mile from saith park and some people know just how bad traffic can get around there. imagine adding the traffic for the some 200 events plus the warriors games for the new arena here at third and 16th. factor in it's across the street from the new ucsf medical center mission bay and children's hospital which does have emergency services. so this one opposing group is mission bay alliance. they say the arena will interrupt traffic and ambulances that would need to get to the hospital. they said they will take this battle to the court or to the ballot box. a response rereleased, in part saying, there are 17 locations around the country where hospitals are located within one mile of an arena. i don't think it's an issue. >> they haven't been truthful or straightforward in le
