. >> baltimore mayor stephanie rawlings-plate delivered her third state of the city address today. she wants to grow baltimore by 10,000 families in the next 10 years. carey kavanagh is live it city hall with more on today's address. >> stephanie rawlings'-blake placed a heavy emphasis on the goal of growing the city by 10,000 families over the next decade. she believes that people will move here if they can count on good schools, a feeling of safety and a reasonable commute to work too well paying jobs. to that extent, the mayor wants to extend the free bus service. she says connecting emerging neighborhoods to downtown jobs is key. >> today i am proposing that we extend the purple line of the circulator up to 33rd street, connecting 10 stations with johns hopkins and the charles north community, serving as a catalyst for future growth. >> tonight at 11:00, we will have more on her take on crime, taxes and the embarrassing state of baltimore city schools. >> thank you. today president obama unveiled his budget for fiscal 2013. it calls for nearly $4 trillion in cuts over the next
