i'm stephanie ruhle.orian continues its crawl toward the eastern seaboard ahead of landfall, what can thousands of americans in the path of this storm expect? for more i'm joined by rafael, former director of public affairs at fema. rafael, people on the eastern seaboard, they are anxious, they are scared. they don't know what to expect. and this storm is crawling north. what is the most important thing they can do right now before it hits? >> well, the only thing that's certain about this storm so far is how uncertain it has been. i think the good news here is that if you look at fema, we have a group of public servants, career public servants who have been through a couple of really tough hurricane seasons and have proceed deployed supplies, food and water, urban search and rescue teams. you have seen the federal emergency declaration extend beyond just florida into georgia and to south carolina. but your point is exactly right. at the end of the day, being prepared is a shared responsibility between th

i'm stephanie ruhle. it is thursday, september 5th. here's what's happening now. hurricane dorian is not going quietly. in fact, it's gotten stronger as it moves up the east coast. this morning it is back to a category 3 storm as it slams into the carolinas, already flooding some areas including the historic city of charleston, and it is only going to get worse throughout the day. while people are hunkering down there, residents in the bahamas are just coming to grips with all that they have lost. that loss is staggering. the official death toll now at 20. the number is expected to go up as rescue workers pick through the devastation. at this point, more than 5,000 people are listed on social media as missing since the storm. although it is not clear how many are simply cut off from communication. we are covering every angle of the story with people up and down the coast. we'll get to the bahamas in just a moment, but first i want to go to charleston, which is taking the brunt of the storm right now. my co

stephanie ruhle picks it up right now. >> good morning. i'm stephanie ruhle. here's what's happening this morning. the east coast is getting its first taste of hurricane dorian. plenty of rain and wind in florida, as it skims the east coast and dorian heads north in the next couple days. but when all is said and done, the legacy of this devastating hurricane will be the absolute beating it left in the bahamas. video shows miles of debris where homes and businesses once stood. more than 1300 homes were completely destroyed. everyone is under water. recovery efforts are just getting started. this morning the official death toll is seven, but looking at the video, you have to imagine that number could rise dramatically. we'll get an update on the forecast in just a moment, and we have people in the bahamas as well as all along the east coast. i want to go first to msnbc's morgan chesky in the bahamas. morgan, you and i have been speaking for a couple days, and the big issue for nasa was how themp goi they were going to get to those northern islands. where are we

i am stephanie ruhle.nesosnbc headquarter new york we are tracking hurricane dorian up and down the east coast. my friend and partner ali velshi in south carolina while i am tracking the big headlines in new york. ali, are you there? >> reporter: yeah. i'm here, stephanie. >> how's it going down there? when you and i spoke a few hours ago you were dealing with the triple threat, the rain, the winds, and you were worried about a storm surge. what's changed in the last few hours? >> reporter: let me show you what we've got. we have all those three things happening right now. this is actually our high tide. we're probably about a little less than an hour to the highest of the tide so you see that this surf has come up quite a bit on to, you know, this pier we're on is stone so it is very secure. that pier over there is wood. take a look at the waves right underneath that pier. we are just about getting to the highest of this right now. this is a storm surge that's coming in from the northeast into charleston
