so the one councilman who contacted me -- he contacted me and said, you know, what, steve? you need to know what they're doing. that california's brown act doesn't allow public -- public officials to relay the details of what's happening in what's called closed sessions. but you need to aendize it. you need to tell people what's happening at least the nature of the discussion. so he told me when i worked at the newspaper -- he said they're discussing a pension increase. and i wrote about that. and, boy, did the fury come down on -- shaun nelson is his name, republicans and democrats. they wanted him prosecuted. they accused him of violating the brown act, the open meetings law. he took all sorts of heat for simply trying to alert the public to just the nature of the negotiations. meanwhile, the unions had already voted on the contract. the union members knew the details of the contract. and that's okay. so one side, the union side, gets to know all the details. the public doesn't get to know anything at all. and that was finally stopped, thanks to the efforts of some people

why did you find steve's paper for optimistic than john's? i guess because in speaks about the motivation piece and that's sort of why i chose to focus, i think it's a little to say, well, it's really hard for a teacher to invest students. so we have to turn to technology. i think that's letting the profession off the hook. i think that's the hard work of teaching? you have to figure out how to do it. you have to figure out how to invest students and people in their lives that are influencers in order for kids to really succeed. >> one more for you. then i want to give the authors grief. if schools adopt to the of kind of hybrid model such as steve and rich eluded to. if schools adopted a hybrid model, what would tfa do in it's preparation or supervision of its people to adapt to that? >> yeah, i think that's a great question. i think in terms of what they do before the district, it might not change that much. i can see this being very different. i think at the regional level, we are always. we're in 28 states plus the district. we're in over

gregg. >> steve, what's happening with airport security?> well, of course, it's been tightened in the aftermath of this christmas day attack and janet napolitano ordered her two top deputies to go overseas, to visit international airports in africa, europe and the middle east as well as in south america. and make sure that we're on the same page with all of them to see what can be done to shore up security overseas because after all, domestic travel is only one piece of this. the most dangerous part of course is international travel, that's the way abdul mutallab came in via amsterdam to detroit. there's going to be a meeting what she calls a broad international outreach effort. >> gregg: is the administration still planning to shut down the prison in guantanamo bay? >> well, they're under more pressure to reconsider, but at this point they're saying they're going to go ahead with that plan, it's part of our national security to close it. as one administration official said, this guantanamo prison has been used as a rallying cry and a recru

steve also cites the -- and raises the issue of benefit costs.so even though real salaries have increased the rate of pay of salaries for teachers has been modest, the benefit costs are -- and again for all of these staff that are on the schools are an ongoing source of cost increases. steve cites a paper that bob and i wrote in education next published in "education next" that looked at the difference between employer contributions -- employer costs for pensions in public schools for teachers versus private sector professionals. and he cites this 4.2% number. these are data from the bureau of labor statistics. and it starts in march '04. so the left-hand side of this is march '04. that's the earliest they start breaking out teachers. and the last date is september '09. well, you can see the upper line is the teacher trend. and the lower line is private sector professionals and managers and techn. but you can see that just over this period, the gap from the time the article was published, the gap has grown from 4.2% to 5.1%. a related figure -- a
