(steve) tropical storm cindy is churning slowly toward the gulf coast....where millions of people are expecting heavy rain and flooding.. at least 17 million people are under a storm warning from parts of texas to the alabama-florida border.. by tomorrow morning....some of those places will get a foot of rain.... the national hurricane center predicts that cindy can cause torrential downpours,high waves and even some tornadoes. it's believed cindy will make landfall sometime thursday morning over texas or louisiana..
