steve fields. >> good afternoon. the community-based non-profit agencies were invited to the table by supervisors ronen and hains rig -- haneyight from t beginning of this effort. i think it's been no secret for a long time that hiring people with lived experience to be primary caregivers has been pioneered in one of the richest community-based non-profit systems of care in the country and that's in san francisco. we're proud of that. the process that started back with supervisor ronen and haney coming up with a bold and exciting new idea within not just to tinker around the edges but to go for broke and go for the fundamental idea that behavioral health services should be a right, that access to services should not be denied to individuals because of their lack of capability and their status in the community and because they have a silent voice that never gets heard. we signed on to that effort because it was exciting and interesting and promised to bring some fundamental change. the promise of the new vision and for addressing the challenge of serving people who are suffering on the street, but also of strengthening a trea
