we go to steve harrigan he joins us from tripoli. >> reporter: it has been bad news for the rebels over the last 24 hours. they are moving backwards to the east to benghazi the position they were in before these coalition airstrikes started. those coalition strikes have degraded. gadhafi's government forces knocking out tanks and armored personnel carriers. it is clear those strikes have not been enough to break knows government forces. government forces still outnumber the rebels in the battlefield by 10-1. the debate now is whether or not to rebels. some countries saying they need shoulder-mounted anti-tank missiles. others saying they can't handle advanced technology what they need is training and leadership. head of nato saying he opposed arming the rebels. turkey's prime minister saying to an the rebels could be to contribute to terrorism. secretary gate said arming the recollections would be another country's job not the u.s.. another country would have to provide the weapons and the trainers for those rebels. gates also talking about a possible longer term solution. saying it is
