back to. >>> thank you steve. harvey's rain are lashing louisiana. same region that was devastated by hurricane katrina 12 years ago. fox news senior correspondent rick levi leventhal is in vinto, louisiana. reporter: inundated by rain from tropical storm harvey, flooding streets, and swamping vehicles and isolating homes, forcing gus to move up stairs. >> it is rising so fast, it is killing us. reporter: this situation is nowhere near as bad as texas, 9 days have drenched ground and filled everybody of water up to or over its banks. dozens of rescues in the town of vinton overnight. >> this remains a powerful storm. a lot of rain will continue to be dropped. we know that ground is saturated in many places, winds are sufficient to topple trees, any time that happens, power outages are also going to happen. reporter: i-10, main east-west highway is closed, first responders, some volunteers from cajun navy are being allowed through to help with rescue. 40 officer from florida fish and wildlife are from outside traveling to assist, staging at this weigh

( steve ) harvey hits again. the storm comes ashore in louisiana... dumping more rain... and leading to even more rescues as the water just keeps rising. good evening i'm steve aveson. and i'm pam moore. harvey is slowly churning across louisiana tonight ... but not before creating even more flooding. there have been countless rescues throughout the day ... many of them in the city of port arthur, texas. it is right along the border with louisiana ... along the gulf of mexico. that city's mayor posted an ominious message on facebook saying ... the whole city is underwater.( steve ) houston is starting to get a break from all the rain... but there is still massive flooding in the city. at the same time... the death toll is also climbing. officials are blaming the storm for at least 38 deaths so far... and that number is expected to rise as the flood waters fall.( pam ) at last check ... some 32-thousand people are in shelters tonight .... and there are tens of thousands of beds ready should more people need a place to stay. when it comes to rescues... t

(steve) hurrican harvey is probably the most expensive event in u-s history...hat's according to a statement president trump made at while visiting an emergency operations center in austin today. so far... the most catastrophic hurricane was katrina in 2005-- causing 160- billion dollars in damage. that's more than double 20- 12's hurricane sandy, which cost just over 70-billion dollars. hurricane andrew is third -- it caused nearly 48-billion dollars in damages when it make landfall in south florida in 19-92. 2008's hurricane ike came in at just under 35-billion. rounding out the top five is 2004's hurricane ivan at a little over 27-billion dollars in damages.
