the dccc chairman, steve israel. good morning from washington.ursday, october 24th, this is "the daily rundown." i'm chuck todd. let's get right to my first reads of the morning, right at this hour. in fact, this minute. house republicans are holding their first hearing on the rocky rollout of the president's health care law. you're looking at some live pictures here. we already know, republicans want to do everything they can to create uncertainty and chaos when it comes to this law. the question is, did today's hearing become a bipartisan bash fest? members of congress will quiz executives from contractors brought in to build healthcare.gov about whether they overpromised and underdelivered. obvious answer on that one is yes. but already, representatives of the four companies who will testify today are doing their best to reassign blame. in prepared testimony, sharyl cam we will, the lead contractor of the website, plans to shift blame to another contractor, awarded the contract for the data services hub portion of the federal exchange. and the

they want a team in congress that's going to provide solutions. >> thank you, congressman steve israel you, karen. >>> joining me now, ej dijon and professior sam wang. thank you for joining me. >> good to be with you. >> ej, you heard me talking with the congressman, you know, this lessons of sort of 2005, 2006, i mean, obviously, it is hard to look in our crystal ball and see what's happening a year from now, but that being said, you know, one of the things we did in building that narrative about a culture of corruption, that was, you know, six months to a year in the making and driving that message, it starts -- we started to see that as an issue that was of concern to voters kind of fairly early out and part of what i was suggesting to the congressman. when you see so many people suggesting that dysfunction is a high concern over the economy, that starts to sound like the potential to make an argument for a wave election. >> yeah. well, first, let me thank you for beginning the show with wipeout. i hadn't heard that song in years. it is appropriate and energizing kind of song. >> a

steve israel from new york, he's also chair of the campaign committee.gressman israel, the problem you face is that you've got to pick up, what is it? how many seats do you need right now to pick up majority? >> 17 seats. >> and you face the historic problem of gerrymandering. you have to have a break even. what kind of a spread do you need to win? >> well, look. >> six points? >> even after redistricting, we'll have about 50 to 55 republican seats in play. we're going to defend about 20 incumbent democrats. but there's going to be 50 to 55 districts in play. what's happened over the past two weeks or so is a seat change. the generic has spread from anywhere four to ten of the top 20 competitive districts in the country. why is that? this shutdown may have improved our prospects towards winning the house, but it has damaged the economy. cost the economy $24 billion. people are going to remember this. >> let me ask you about recruitment. you know, i think i know, that the best candidates tend to win. usually the local mayor, someone a state senator with a

steve israel, thank you for your time today. >> thank you. >> we'll go to joe here. so, joe, what did you think of congressman israel's confidence that this will pass? he's saying deliver 200 democratic votes and that he does not that speaker boehner will also be able to bring around about two dozen votes with him and take it to the floor? >> well, i think if you look at polling data now, there's certainly enough marginal districts where republicans would be punished severely for not supporting this on the floor of the house right now. plenty. you need 17, you have more than that. tea party members admit that. there are more than enough votes in the house as a whole to pass a bill now. and boehner has to decide, first of all, how he wants to be remembered as speaker. >> what about ted cruz, though? >> what about him? ted cruz is plotting against speaker boehner, plotting to try to stop this. but ted cruz is in trouble in the senate with his own fellow republicans at this point. i mean i'm not sure that there are more than 20 members of the house who will listen to ted

congressman steve israel is joining me.ith me. >> thank you. >> there's still a lot of work to do outside even the budget, which we have all been so mired in for weeks on end. how do you think the president is going to be able to get things on board for things like the farm bill, immigration, tax reform? that's going to require a lot of c conciliation, don't you think? >> i hope they use it as a teachable moment that the american people are rejecting this intransience. let me give you a little bit of optimism, if i can, in this pessimistic environment. a few years ago, a moderate republican from illinois and i, a moderist democratic. we would have a timer, pick an issue. health care. five minutes to fight, 55 minutes to agree. here is what we learned. and i think this is the way forward. democrats and republicans are going to disagree on 75% of the issues. that's okay. there's a reason i'm a democrat. there's a reason that republicans republicans. the problem with washington is that we agree on the 25% of the balance. if we

right now we're on the phone with congressman steve israel of new york. congressman, thank you very much for your time. can you tell us what you experienced, what you saw during the events? >> yeah. i was in my office in the rayburn house office building on the phone with a bunch of defense executives from long island trying to assess the impact of the shutdown when i heard that we were in lockdown. there was a sudden beeping of the capitol emergency alert system. and a command from police officers to go into lockdown. which we have a certain protocol for that. number one, we have to make sure our staff is in place. we did an immediate inventory of our staff. they all happened to have been in the office. shut the doors, lock the doors, stay away from windows and monitor the situation for the duration of that lockdown. >> we want to bring eamon javers in who's still outside the capitol there. eamon, you were watching what was unfolding there from your office there as well. now we're seeing people start to -- representative israel was with a group of people

steve? >> i thought this was an absolutely extraordinary speech, blisteri blistering, paint-peeling attack on president obama without actually attacking president obama. the question to ask yourself with regard to this attack where he says israel stands alone if israel has to stand alone. would he have heard that? of course, he wouldn't. obviously that's not what he heard. clearly what we're seeing from the obama administration in public with respect to iran is what he's hearing from them in private so he felt the need to make this speech and to basically say this is on us. >> mark, to steve's point, it does go directly to what that meeting was behind the scenes and if history play as role here, they have been tense before. >> they have been tense before, they seem to be less tense recently. that i seem to be more on the same panel and the white house went to great lengths today to say, look, they wouldn't say they're as skeptical but they did say we're not taking iran's statements at face value, we're going to put them through the test, we're not going to lift sanction ts. the only reason they've come to the talks is because of the crippling sanctions. that tries. it's really hurt their economy. we haven't changed one bit tha

israel is a strategic ally. our most important ally in that region of the world. and we don't have his back. and that's a shame. >> steve in the wake of the syria back and forth and what happened diplomatically and end result in syria that iran thought this is the time to do what they are doing? >> sure. i think there is no question about that i mean, i think there had been hints all along that the president of the united states was not serious about a possible military conflict with iran if it came to that but there is no question that watching the vacillating and the lack of any kind of strategy, the ad hoc decision-making throughout the entire syria episode. yeah, allowed them to believe that he was not sirius about it at one point the president said in an interview with cbs, you know, his primary objective in syria was to avoid military conflict there. well, that's not, you know, that doesn't -- that doesn't communicate that he is willing to do that. >> bret: that is it for the panel and the fifth panel by the way after a quick break. a white house call that apparently almost didn't happen. i want peacocks. peacocks
