steve latourette's a former republican congressman in ohio.e served as a key ally to speaker john boehner up until he left office last year due to his disgust, he said, with party extremes m. we also have joshua green here, senior national correspondent at bloomberg business week. congressman latourette i've got to ask but john boehner. i'm getting two signals from him. one is we're really not going to fight to the edge on the c.r., we're going to go to the debt ceiling and that's where we're going to make our big fight over obama care, and then the story from the "new york times" is at that point he will not risk default. which is it? he is going to risk default over obama care or not? >> well, it's a little bit of both. i guess unwittingly they've sort of taken the government shutdown and it's going to bleed into the need to raise the debt limit. so i think you'll have both issues dealt with at the same time. in john boehner's heart he's not going to let this country default. but i was listening to john feehery a little earlier. the presiden

joining me former congressman from ohio, steve latourette, president of main street partnership and msnbccutive editor richard wolf author of "the message, the reselling of president obama." steve, i want to go to you. new reporting from national reviews, robert costa. the headline is, boehner to gop. grand bargain is in the works. news that john boehner has been talking to his caucus about a "grand bargain" that may include, cpi, delay in obama care. bigger, reforms around earned benefit, entitlement programs. is this, to your mind, does this seem feasible? can john boehner sell anything to his party at this point? >> well, i think wittingly, unwittingly, this shutdown is going to take at least two weeks to sort out. that puts it right up against the debt limit. the middle of october. and so as a result, i do know, and it's not just john boehner and the republicans. there are negotiations going on at all levels of government where people would prefer to do this once. rather than doing it twice. once on the government shutdown. once on the -- the other. and, you know -- the president says

former congressman steve latourette and kathleen parker. thank you for joining us. want a sense i'm going to withhold my comment as long as you're on the air. and just hear from you folks. because you probably know more about this issue than i do. how goes -- kathleen, how goes the afterglow for some of this big fight? >> well, it's definitely not an afterglow in the republican party. there are those who would argue that this has been ultimately a fight that the republican party had to have and that in the long-term, it's actually probably something good. and by that i mean that there were -- there's this contingent of younger freshman congressmen who don't really get how the system works. and i don't use that term system in a negative way. john boehner, the speaker of the house, has always had a strategy. he tried unsuccessfully to convince his members to come along with him. that strategy with a much longer view. and these younger guys that came in in 2010 wanted to fight. if we fight, then we win. even if we lose. of course that's sort of nonsensical. it's clear

few in the last few days, including congressman scott ridgel of virginia, former congressman steve latourette i just spoke with, thoughtful, reasonable republicans who actually don't want the government to be shut down. but what they keep saying to me is, well, the way we should end this is by negotiating on some policy points. and then the shutdown can end. or then we can avoid the debt ceiling. is that actually what this is now boiling down to, whether there should be a policy negotiation before the gun is taken away from the country's head or before we can wait until after? is that what it's about now? >> i think first of all what we're talking about here is six weeks so that we can try to eliminate the sequestration, replace it with a mix of spending cuts, revenue, some reform. there's all kinds of possibilities here. and i was glad to see that speaker boehner made very clear, rachel, that he was not going to let the country default on instead, that we were going to pay our bills. i thought that was a very good sign in the last 24 hours, that somehow they've realized that they're going to
