(vicki) yeah, a california court of appeals has ruled that public access must be restored to martin's beach, which sits just south of half moon bay. (steve) the property is owned by billionaire venture capitalist vinod khosla. he locked the only road to the beach in 2009 and has been facing legal challenges ever since.(steve) kron 4's charles clifford has details on this latest development. in a fifty page ruling, a state appeals court has unanimously ruled that venture capitalist vinod khosla violated the california coastal act when he locked this beach access road, a route that had been used by the public for decades. khosla purchased martins beach in 2008. a year later, he closed the only road the public could use to reach the beach, much to the dismay of local surfers and public access advocates. since then khosla has faced numerous legal challenges aimed at forcing him to reopen the route. in 2013, the surf rider foundation filed a lawsuit claiming that khosla had violated the 1972 coastal act and requested that public access be restored. in 2014, a superior court judge
