trish: steve moore is also joining us, economist who may have some insight into what we were just talking about, the challenges that we all face here in america. specifically in the african-american community. economic challenges that may lend itself to finding a life, you know, some of these young black men that you're talking about may find themselves, you know, pursuing a very -- poor choices, shall we say, in life. steve moore, what is it from a policy perspective, economically speaking, that these communities desperately need so that they're, they stay away from crime? >> so i think there's two big deficiencies in these minority, low income communities, trish. one of them is fathers. you know, if you look at low income areas, you just have a poverty of fathers in these areas. and, you know, it doesn't matter what race you're talking about. if you've got communities where, you know, over half and sometimes as many as two-thirds of kids, especially males, are growing up without fathers in the home, it's just a recipe for social disaster. so we have to, we have to promote intact marriag

joining me now, cnn law enforcement contributor steve moore.ired supervisory special agent for the fbi. we'll start with you. because the white house yesterday came out and made a pretty bold statement saying president obama considers the attack on dallas police a hate crime. you know, the killer specifically mentioned he wanted to kill white people, especially white police officers, according to law enforcement there. how do you feel about the president defining this as a hate crime? >> you know, i have to say, i would not describe hate crime as the most comfortable word choice, considering these circumstances. there's so much we do not know about what took place what motivated this person. we only have the one account of law enforcement. we haven't had the opportunity to really look into his history in a meaningful way. when we use a phrase like "hate crime," we're typically referring to crimes against people of color, people of various religious groups, lgbt people, people who have been historically attacked, abused or disenfranchised on the

meanwhile, i want to bring in steve moore. he is a cnn law enforcement contributor and former fbi agent and joins us live via skype from los angeles. steve, i'm curious. what are the risks now given the environment such as it is? there's obviously been discussion of the risk of copycatting. but in terms of the tension, i mean, things getting out of control, how to keep a lid on things. >> well, the way to key a lid on things is to have as the deputy mayor just said, have hard discussions, start to recognize that each side has legitimate issues, and find ways through this not to jump to conclusions, not to say inflammatory or incendiary things before facts are out. and realize that any kind of war between the police and civilians is going to work out badly for everybody. that is certainly a possibility. not with the mainstream law enforcement or black lives matter, but there are some people out there, as we found out last night, who are not well, who might take this to the next level. >> and that's a societal thing, really. and

so, my question for steve moore, come on in, steve, is massive government spending going to give us therowth that we so desperately need? >> hey, stuart, well, you know, i just read from my friends at the wall street journal, i don't know if you saw it their lead editorial which is about hillary's speech and they call it hope without change. and it actually nailed it, what i've been saying for months, which is that everything that hillary said. i didn't find a single thing that she said in her speech, where she talks about how she was going to repair the economy that was one iota different from what has been done for the last eight years. for example, when she said first hundred days we're going to do all of this infrastructure spending. doesn't that remind you of something, stuart, didn't we do that with the shovel ready? >> she was overshadowed by events and she made the speech last night and then we find the growth 1.2%. >> just looking at the numbers had the off the press. they're dreadful, dismal. 1.2%, the concensus forecast among economists was 2 1/2%, you know that, stuart. this

i want to bring back our cnn law enforcement analyst, cedric alexander and tom fuentes, and steve moore let's go to martin savidge. he's got new information on the investigation that's unfolding right now. what are you learning? >> reporter: they continue to process what is essentially a huge murder scene in the heart of downtown dallas. the streets where the shootings took place on thursday night replar remain closed. the fbi was seen, a number of agents walking in close proximity down the street. they're trying to essentially catalog all the gunfire that took place. we know that on top of the shots that were fired by the gunman there were 12 dallas police officers who were able to return fire over a drama that lasted for several hours. and even though that gunman says he acted alone, authorities are not going to just take his word. they're investigating that fully. that's the one thing they want to make sure of. if there were any accomplices, they want to find out about them and bring them to justice. so even though the gunman is dead, they have to efficiently work on the crime scene.
