shelby county district attorney steve mulroy spoke at a news conference on thursday. >> here are theharges. second-degree murder, aggravated assault, aggravated kidnapping resulting in bodily injury, aggravated kidnapping involving the possession of a weapon, official misconduct through unauthorized exercise of power, official misconduct for failure to act when there is a duty imposed by law, and official oppression. while each of the five individuals played a different role in the incident in question, the actions of all of them resulted in the death of tyre nichols, and they are all responsible. amy: the five fired police officers were booked into the shelby county jail on thursday. their lawyers say at least three of them plan to post bail. all five are african-american, as was tyre nichols. the x officers arrests came as memphis city officials said they will release nearly an hour of poce body-camera video on this evening showing how , officers pepper-sprayed, tased, restrained, kicked, and beat tyre nichols for three minutes. david rausch, the director of the tennessee bureau of

steve mulroy is the district attorney. mr. mulroy, thanks for being here. so, will your office be charging preston hemphill with a crime? >> well, that's not the kind of question i can answer right now. we've got an ongoing investigation and pending prosecution. what we can say is that we are looking at everybody who had any kind of involvement in this incident and the first incident prior to the second incident where mr. nichols, you know, underwent those serious injuries to the people who arrived afterwards from the memphis police department and the 14e6r's department and fire department to the people who were, you know, filing paperwork afterwards. we're looking at everybody but as the commentator, you know, just said a moment ago this is a matter of triage. we're extraordinarily quick. within less than three weeks we went from the incident to filing charges against the five officers primarily responsible for the death of tyre nichols and on the scene. as to everybody else it will take time as we do that investigation but i assure you the investigation i

i want to bring in steve mulroy, the district attorney dealing down there with -- steve, it's good to see you this evening. there are a lot of questions being asked about what happened to tyre nichols and when the public might be able to see this video for themselves. and the idea when it will be released? and one of the considerations to do so? >> right. thank you for having me, laura coates. a lot of the peoples questions about what exactly happened will, of course, to be answered once people see the video. we expect that to happen this week or next week. we want to make sure that we -- enough alone in our investigations that the investigation is not compromised by premature release of the video. and just to be very concrete about that, if a case like this or really any case, laura -- if you are going to interview a suspect, you don't want the suspect to be able to see the video and then tailor their statements to law enforcement based on what they have seen. because now they know what you have got. and even non-suspect witnesses, there's a risk that -- rather than telling law enfor

we had been hearing all morning long that district attorney steve mulroy would be holding a press conference and possibly announcing charges and they have been charged. we are expecting a press conference from the d.a. this afternoon at 2:00 eastern time to get some more details about what exactly happened. but we do know that a grand jury convened this morning here at the shelby county courthouse and earlier this week the district attorney did say that the release of the bodycam video that everyone has been interested in interesting at would possibly coincide with charges being announced. so we do have charges announced now, so we are waiting for the bodycam video. we could possibly see it as early as today or maybe tomorrow, but those details are not confirmed just yet. waiting on the district attorney for more details on that. but did get a sense today that officials here in memphis, as well as the police department, were preparing for something. overnight. police chief released a video calling the acts of those former memphis police officers heinous and tried to urge the public to be pat

i know steve mulroy, i -- may be new to the d.a.'s, job but he's a seasoned prosecutor.a respected leader. so that's impressive, that they got through this in less than three weeks. and i have a lot of faith in what they have done, together with a tbi who is also working very very hard. i'll tell you it's really important to make sure that you are throwing these investigations. here in maryland, where i live, the freddy gray investigations, and the local prosecutors, are very very hasty. as a result, you know, the criminal case fizzled, and it was a real black eye on the prosecution. as a result, i think they have been very deliberate in what they're doing, and very transparent, as we will see tomorrow. >> captain johnson, you know, you are in ferguson missouri in the wake of the shooting of michael brown. i'm not comparing one tragedy to another here, what steps do you believe officials and memphis and other cities around the country, should be taking in advance of the release of this video tomorrow night? >>, well i think they should be engaging with the community lead

steve mulroy who's in his first year as a d.a. by bringing charges to those individuals.now it is my opinion that it rests with my colleagues and i from a legislative standpoint to put things in place to try to prevent things like this from happening again. i think that the actions of those two probably help diffuse this situation because things could have been a whole lot worse if we compare this time line to what's taking place in other parts of the country when we've had similar incidents like this. but the swift action of both of those individuals i think helped calm the concerns of the community. now it's up to the council to act. what i hope that we can do going forward is listen to our community because i don't have the answers for law enforcement. that's not my weal heel house. but i'm willing to listen to the experts, listen to our community to come up with ideas to try and then legislate those ideas, put them into action to try to prevent stuff like this from happening again. >> and when we were speaking with the family's attorney in the last i guess half hour o
