overtime, water and waste water and i'll start by asking the assistant general manager of water, steve ritchie about the enterprise staffing questions and then after steve, i'll ask our other waste water head. >> thank you, john. steve ritchie, assistant general manager for water at the puc. on the water side, our major staffing shortages were in water treat plant operators and the reason we're suffering shortages has been a long delay in getting a list developed for both those classifications. there were issues between dar and the unions and so they delayed for about two years the actual recruitment process in terms of the establishing lists. the exams were finally given late last fall and we started to fill vacancies now but they existed for quite a period of time. >> so are these positions still vacant? >> we started filling them for the water treatment plan operators and filled half of the positions. >> what's the total number of positions? >> i don't have the total number of positions. but the total number of vacancies in the division, i believe, was about 12 positions of water treatment

. >> good afternoon, commissioners steve ritchie, general manager for water. i don't have any slides to present today. we've talked about the state board's action, the bay delta plan several times, and unfortunately i wasn't here at the last meeting where there was a draft resolution for you and as i understand, an alternative resolution was brought forward that time, and so we worked on that in consultation with a couple members of the commission , and have a resolution that we are happy to recommend to you today for your consideration and adoption. i think it hits the mark of presenting the commission's feelings on multiple issues, but primarily that we are committed to environmental protection, there is no question about that in my mind, as well as to the reliability of our water supply for our customers, i would be happy to take any questions on it. >> commissioners? >> i would like to hear the public comments before it comes to the commission. >> okay. >> the first speaker is konrad fisher. >> thank you. again, it is konrad on behalf of the water climate

we have steve ritchie, the assistant general manager of water for the public utilities commission. >> thank you. we are seeking approval for the memorandum of agreements that is with the national park service. i believe this is the third or fourth iteration of this memorandum of agreement or we are paying them for watershed management services for the primary protection of our water supply from the reservoir and international parks. it does provide additional funds for security services and scientific studies as well, but the bulk of this is really a core component of our water supply. we very much request your approval of it you very much. can we please hear the b.l.a. report? >> this is a new agreement with the national park service for the p.u.c. to reimburse the national park service for the cost of watershed management. it is a required agreement. there is an existing agreement of the board previously approved that goes through june of 2020. this agreement begins in july o. they may 7.8 million in the first year and it goes up 4% per year over the term for a total agreement of $3
