so joining us now, just back from the white house meeting, we welcome steve scalise. air of the republican study committee, house member from louisiana. steve, as always, thank you. a lot of talk in some of our prior guests tonight not only the debt ceiling, a clean debt ceiling for six weeks, but also a clean, continuing resolution which will reopen the government and end the shutdown. do you agree with that? >> larry, that's not where we are. obviously we had a long meeting with the president tonight. it was good that we finally had that conversation. we've been wanting to sit down and actually talk about our differences. you know, we talked about the debt ceiling. we talked about the cr. and clearly in a divided government, there are some big differences that we have on how we get our country back on track, how we control spending and get the economy moving. >> in your judgment, steve, what is the biggest obstacle to getting a near-term vote on the shutdown, the so-called reopening of the government? what is the biggest obstacle? >> the biggest obstacle is an actual

steve scalise is a republican from louisiana who is on the committee and is chair of the republican study committee group, what is it? >> republican study committee. >> that's what i thought. a conservative committee. so you're not going to have the obama administration officials at this hearing on thursday, so who is going to be there? >> well, supposedly we will be talking to some of the people who actually developed this website. obviously, we've got a lot of serious questions, lot of questions that they have still yet to answer. we're talking about a website that the administration had over three years to develop this and they spent over $500 million. this is more than facebook cost to build and over a billion people use facebook and it works. so we're not talking about some kind of low bid, you know, small cost contract. >> are you trying to get to the bottom of how to fix it? is that the goal here? or is this more we want to bring people to account for what has not been a successful rollout? >> well, i think accountability is at the forefront. >> i'm not criticizing accountability.

steve scalise, what do you want the continuing resolution bill to look like? give me your top two or three. >> let's first keep in mind that the sequestration was an idea that barack obama himself proposed two years ago but signed into law. that's the law of the land from two years ago. obviously we have some serious issues with the president's health care law as most americans do. and so we've said, look, we want to address the problems and make everybody live by the same rules that the law says you have to live by that the president's exempted his friends -- >> that's the vitter amendment? >> but also we've passed -- >> no exemptions to obama care, is that right? >> right. and we've also passed a number of other proposals over to the senate they said no way, it's my way or the highway. we haven't taken just one position where it's all or nothing, we've said here are a number of issues including bills to say make sure we fund our veterans, cancer treatment, and they said no to that unless they get everything they want. >> i think what you need here is regular

richmond: i'd yield two minutes to my colleague from louisiana, steve scalise. the chair: the gentleman from louisiana is recognized for two minutes. mr. scalise: thank you, mr. chairman. and i thank my colleague from new orleans, mr. richmond, for bringing this amendment forward and, of course, what we're trying to do is put an additional reform in place to make sure when a cost-benefit analysis is done, it truly reflects the value of those projects. especially as we're talking about flood protection and hurricane reduction projects, in many cases where local governments are doing a lot of the work themselves to protect not only people in communities but also vital energy infrastructure. of course, having the value of that infrastructure, as my colleague from new orleans pointed out, even when we see a storm enter the gulf of mexico, rigs in the gulf are evacuated, we see immediate increases in the price of gasoline all across the country. so we ought to be encouraging those local communities to be building up and strengthening their flood protection, whether it
