there's also nothing wrong with having disparate voices within the white house. steve bannon, it's great. he could be a coequal, even louder voice in advising the president. in the white house that i served in, karl rove was a very major presence, both because of his relationship with the president, and his astuteness as a political and policy strategist. there's nothing wrong with having disparate voices. the problem arises when there isn't one person clearly in charge of the president's calendar and running the staff, and that person -- >> assuming reince priebus is that person? >> should be that person and the president, my advice to president-elect trump, and any president, would be, make sure you've empowered that person to do their job. they don't have to be the most important voice among your advisers. they do have to have the authority to run the staff, set the strategic priorities on the direction of the president. >> and so you did all that when you were president bush's chief of staff but you mentioned karl rove, senior adviser. he would be able to go ahead

we talked with former clinton white house chief of staff mack mclarty about the transition process. steve: as white house chief of staff to bill clinton, matt mclarty watched the transition from the bush administration to the clinton administration in 1992 -1993. mack mclarty is joining us on the phone. thank you for being with us. mr. mclarty: always a pleasure to be with you. steve: what is happening behind the scenes at this stage? mr. mclarty: a lot is the quick answer. steve, as you well know and your listeners and viewers do as well, a transition of our presidency is a hallmark, a hallmark of a functioning democracy, a peaceful transition of power. you have got to remember there is only 77 days, or less than 80 days depending on election day, in the inaugural between the transition, a tough, hotly contested come along campaign, and then, all of a sudden, a new president is sworn in and a new government is seated. it is just so much to do, truly -- there is a lot to get a government placed, particularly when there is a change of administrations as was our case with president clinton

so, i think you have to get your white house staff together. i am sure steve bannon will still be an important part of that white house staff, as kellyanne conway will be. and i think that you have to get those ducks in a row. then you have to get your legislative person. you have to figure out the president-elect's first 100-day promotions. and you have to go down your list about what you can do, say through executive action. there are some things he can do on immigration through executive orders that he has promised he will do. and then you have to sort of get up and running on your legislative agenda, because candidate trump promised to do an awful lot in his first 100 days. and so, you have to try and follow through on some of those promises to the american people who voted for you. >> political analyst david gergen also with us now on the phone. so david, what's your reaction to this choice of reince priebus as chief of staff? >> it's a very promising choice. this chief of staff's job is probably the number two or number three most powerful job in washing
