i am steve williams and i represent ben lee and his family. i was confused by the presentation as the president of the board was. this is to renew avery expired permit for work already completed. the department does thousands of these a year. the appeal is based on a selective reading of the document out of the file. he skips over the ones that show that the work was done and put in and focuses somewhere in 1989 on items that were done halfway through the process. that is the basis of the appeal in front of you. the appeal itself stopped them from obtaining what they want, a final inspection. for him to say they want to delay the private -- process, come on. it is an administrator permit of work previously completed. this happened during the time of the earthquake. who knows what happened with the final appeal. if you took that time to go through all of the paper work in front of you, what you have is a project that was completed. the lee's hired some of the best people in town to do this. it looks great. they obtained six permits for this job

my name is steve williams. the other request your are behind me. he had planned to represent himself, but a conflict arose, and he asked me to come down and represent he and his family. he has lived in the house immediately north of this site since 1973, so just under 40 years. what strikes me about this case is how valuable the process was in this case. how well it worked with this project. the neighbors pointed out that the project did not qualify as a merger and that it was not slated for owner occupancy, and as a result, the merger application was withdrawn. the neighbors objected to the project, that it violated the height guidelines and other guidelines for the district, and the project was changed and altered so that the process in this particular instance really worked well, and the analysis that you have in front of you that puts in there that it should not have been presented to the commission under the pending dr policy -- that is just not so. in this case, the dr changed the project significantly so that the merger is no longer there. t

williams has been on this story and joins me with more. pete, explain what we've learned as this broke earlier this morning. >> right. i should say that was steveis in charge of the fbi office in cleveland, who was talking. but according to court documents, federal agents were aware of these men going back to last october. a confidential informant said he'd seen protesters acting strangely and they were monit monitored ever since. this is their final target, this bridge over route 82. they were arrested last nigh thought were two improvised explosive devices that would be remotely detonated. these are the five charged with the plot. but thomas, it evolve over time, according to federal agents. they talked about a range of thing, setting off smoke grenades on a different bridge to distract police to knock signs off tall bank buildings. they wanted to send a message to corporate america. over time they discussed a number of projects and possible plots and finally settled on this plot to blow up the bridge using explosives. they never did have any explosives, and it was an undercover operative who said he could hook them up with people who could p
