joining us is congressman steve womack, and it is always great to see you, and how do you feel? why would tie cutting irs funding to funding for israel? >> well, john, the money that we are talking about with the irs enjoyed bipartisan support when we did the fiscal responsibility act, and so it is essentially the same concept here, using money earmarked for the internal revenue service, and tying it to, as a pay for, for the emerging needs in israel. israel is at war right now with hamas. it is in a true emergency situation. look, we have a spending problem in washington, and props to speaker johnson in terms of all of the things that we could use to pay for the offset this money that the internal revenue money was agreed to in this context. i want to say this, too. i get it that at the other end of the capitol are other ideas emanating out of the senate, senate schumer and others and republicans, and if they have a other plan, let's see it, and then let's come together to reconcile the differences. the house has put together a plan, and you will see it and the floor, and my ho

joining us steve womack, on the appropriations committee, supporter of steve scalise.t with, i think the obvious question. do you believe you end this day with 217 republicans in favor of a single candidate ? >> no, i don't. and there is good reason why. of course, we have to meet this morning in conference at 10:00 and i think the first thing up will be the proposed rules change that instead of the person getting the majority of votes being our nominee to the floor of the house, that instead there will be an amended amendment to the rule that would require the candidate that will go forward from the conference to have the requisite number majority votes for the whole congress. so that's 217. and if that's the benchmark, then it is unlikely that we will seat a speaker today or this week, for that matter, because that is a high bar and neither of the candidates that are currently in the mix have demonstrated the ability to command that type of number. >> yet it seems like the requisite support is there to pursue that bar, put that bar into place, and i guess the questio

well, arkansas congressman steve womack told "the washington post" that his staff has been cussed outened. it's been nonstop. most of them are out of state calls. two other republicans, both tweeted about how threats and intimidation would not be changing their votes. but the most appalling might be text messages sent to the wife of nebraska's don bacon saying, why is your husband causing chaos by not supporting jim jordan? i thought he was a team player? and your husband will never hold elected office again. that worked so well don bacon voted for, kevin mccarthy. the reality is that all of jim jordan's tactics, whether it's screaming in committee meetings or bullying his colleagues into submission revolve around one person, donald j. trump. but those tactics don't work for anyone else except donald trump, as evidenced by jordan's diminishing support for house speaker. he'll give it another try tomorrow. joining me now, is nbc news capitol hill correspondent ali vitali and tara setmeyer, former adviser to lincoln project and former republican communication director. ali, i want to go

steve womack, he had been sending indications that he wouldn't vote as well. so you've got a couple different blocks here. you got some republicans who are from safely republican districts. they may have an issue with jordan. they may have an issue with how this process played out, some loyalty, residual loyalty to steve scalise or kevin mccarthy. you've got some republicans who represent districts that either voted for biden or were close to voting for biden who may be feeling some political pressure here. and, again, you add that all together here and jordan wasn't really close on this vote. and we mentioned the one absence here, the one member who didn't vote is gus bilirakis from florida, for jordan, expected to be available for votes later today. every other member of the house voted in this election. so, if he comes back later, does cast a vote for jordan, what that would mean is we said jordan could afford no more than three defections on this first vote. he could afford four defections if bilirakis is back and voting for him. he has to make a lot of in

in fact, steve womack, a longtime ally of kevin mccarthy told me, "then you're testing everyone's limits and at some point in time, if you can't --" that is, if you can't get mccarthy elected --" it will dawn on people that maybe it's not in the cards for kevin mccarthy." that is a striking admission from one of his allies on capitol hill. the house cannot conduct business until they elect a new speaker. in the meantime, we're already seeing some of the fallout and fury from this historic vote to remove the speaker. i'm told that some republican members of the bipartisan problem solvers caucus are now considering quitting the group en masse, in retribution for their democratic colleagues in that group for voting to remove kevin mccarthy. there's a lot of angst about the decision to do that. we're also seeing some calls in the republican party to remove matt gaetz from the house republican conference. that's something that don bacon told my colleague, annie greer. then you heard kelly armstrong told you he was considering that or thought it would be a topic of conversation as well, wolf.

what's wrong with tom emmer, what's wrong with steve womack. if you can't rally around kevin mccarthy, just pick one of these guys. >> well, look, this started a few months ago, when i was with you through 15 rounds of votes. and, really, what you're seeing is people within the republican party, within the republican conference in the house can have decided enough's enough. they watched eight individuals decide to take down kevin mccarthy. and i actually, right now, jake, i think jim jordan's making a tactical error in trying to talk to these no votes one-on-one. he needs to get every member of that house republican conference in the room. because his best supporter, his best sales pitch, is coming from the guy in the room, everybody stands up and listens to when he gets to the microphone. and that's kevin mccarthy. and other supporters like patrick mchenry. he needs to use them to try and get the no votes to change. if he doesn't do that, i don't know how he's going to get any more votes in the second round and may lose a few more. >> congress

mike simpson, steve womack, these are serious players who said they are not going to vote for jim jordan and reward bad conduct of those who want to burn the place down, and so now the fight is joined. you have a wing on the right, you know, led by matt gaetz that, you know, wants to take the house i think in a very bad direction, and these others who want to get back to governing, and so that's where they are right now. so obviously empowering mchenry, i think would be ideal. whether he can do it on his own or not, i'm not sure, but at least it's worth a try. now, with respect to bipartisan governance, that may be the only option they have. i know this is foreign to members of the house but it's been done in various states. look, you can come up with a power sharing arrangement whereby, similar to what the senate did at the start of the last session where it was split 50/50. in this case, republicans would control the chairmanships but you would have the committees spit evenly. they would have to negotiate that with the democrats at some point. there needs to be a conversation, and who
