steven cook, council on foreign relations, i wonder if could i bring you in. just saw tweet from brett mcgurk, the senior state department official with responsibility for iraq policy. he says we fully support the president of iraq as guarantor of the constitution and a prime minister nominee who can build a more national consensus. it appears you have the u.s. here lining up against maliki and we've heard that to some degree in recent weeks, they would like a more inclusive prime minister there. what does the u.s. do now and do you think the u.s. has placed too much faith and hope in a political settlement as key to stability in iraq in light of these continuing divisions that we are seeing playing out right now? >> well, i think that the deputy assistant secretary of state's statement is clear that the united states is breaking from maliki, that there really is no political support coming from washington for maliki, but the second part of your question is really the important one. might this all be beside the point? and what we are seeing in iraq with maliki

general and former commander wesley clark and senior fellow for the council on foreign relations, steven cooksteven, let me start with you in terms of maliki's next move. do you think there's a likelihood that nurial maliki will allow al babadi to form a new government peacefully. >> it seems that he will likely have to yield, but maliki still has the ability to make trouble. we saw that the other night when he deployed special forces loyal to him. despite his pronouncement that the armed forces should stay away from politics, he still has some support in some places that can certainly make trouble for al abadi. >> general clark, tactically speaking, in the long term, solution to what is happening in iraq, there's a lot of talk about an inclusive government. and i just wonder how feasible you think that is, especially now there are reports that the u.s. may be sending weaponry to the kurds. >> i think it is feasible to look at the more inclusive government. i wouldn't rule it out. it's going to take a different prime minister with a different approach to governance but the alternative is not

. >> joining me now is even yor fellow for mid eastern studies, steven cook.ant to ask you about that last line. what does it mean for the u.s. military to be ready for a threat like isis? >> well, i think it's clear that the u.s. military has been planning on this since the civil war in syria got into high gear and there has been a debate in washington about whether to go into syria. clearly the president hasn't made that decision up until this point but they have been planning for this. what the pentagon has said over and over again, you tell us what to do and we can do it and we're waiting for the order. we'll give our input on whether we think this is a good idea. if we're give the order, we'll be able to do it. >> what about in the larger country? i think one thing that the president feels acutely is that there is a gap between what many in the foreign policy community would like to see and combat to sis is to eliminate the threat and root them out in iraq and syria and what the american people are ready for. >> this is a function of that foreign policy d

i'm joined again by steven cook, bob baer, a former cia operative.t complicated relationships, this is one of them. we got a base there, but they have an office for the taliban. the u.s. sworn enemy in afghanistan. they are supporting, rebels, for instance, in syria. we consider jihadis tied to al qaeda. training some syrian rebels at a base in qatar. where do you put this on the scale of friend and enemy or adversary, i should say, for the u.s.? >> well, i wouldn't put it in the category of adversary. i would certainly continue to consider qatar as friend to the united states. although it might seem strange they host a hamas leader and have an office for the taliban. this can be useful for the united states. can communicate with the taliban or the qataris. the main goal in conducting their foreign policy is making sure they're not dominated by their neighbors, especially saudi arabia. they want an independent foreign policy, and they've used their vast wealth in natural resources in order to establish an influential role in the region. and these, wh
