we join david stevenson >> reporter: it's a warm afternoon at san francisco civic center plaza it's perfect for watching the game on big screen tv. there are several hundred people in orange and black gathered here for game 5 of the series. they brought their blankets their beach chairs to sit out under the skies and cheer the giants on. let's take another look from news chopper 2 live overhead above the plaza. the game is being broadcast on a 17-foot wide screen courtesy of the city and county of san francisco. it cost an estimated $30,000 to set up the equipment and host this viewing party. money the mayor's office tells us is pg paid for in private funds. some folks arrived out here as early as 1:00 to get the best seats for the game. it is a furlough day for san francisco schools and that meant a number of parents brought their kids here to after. city leaders say it's men to be a family event alcohol free and g rated. the giants fans said it was more fun to come to a public park than in their own homes s we came here for the world cup and it has an arts you can't create at home even if

ktvu's david stevenson is live tonight.some are concerned it's a little too much like big brother. >> reporter: frank, under the proposed san francisco law, party promoters will have to register with the city before beginning to print and pass out fliers like these. >> in order to pay rent in stan francisco and living wage and all these different thing, you need to be busy multiple times a week. >> reporter: in a tough economy, san francisco venues depend on party promoters to pack clubs with people. but a recent string of shootings inside and outside clubs this year has prompted a new law aimed at keeping track of promoters before and after violence breaking out. >> what we've discovered is that the large majority of the most serious incidences involve fly by night party promoters. >> reporter: the public's city safety commission on monday is set to register with the city's entertainment commission. providing important contact information in the event of violence. the vote comes a week after an incident left one man dead.
