and again, i agree with steve. the stakes here are very large. one key player that's watching this is china. if you remember, in november they declared on their own a unilateral air defense zone over thousands of miles in the pacific. this is a very dangerous precedent that's been setting. iraq was a disaster. this was an even lower precedent for military i7b9 ventionterven. putin has sort of outplayed us over the last decade. now germany gets 40% of its natural gas from russia. he knows that. he thinks the germans won't back sanctions. it is aj ah merkel, the german chancellor, who's saying we should not kick russia out of the g8. it's hurting him economically. it's isolating him. you don't give him the olympic games. you don't allow him in the g8. you hold him accountable. and i agree with steve, you have a strategy to isolate putin. putin is dangerous. putinism is dangerous. this rise rise of authoritarianism is something we need counter patiently, slowly, but consistently over time. >> steve, one of the problems in a situation like this is th

steve steve? >> let's go up to you and see what you expect to hear from miss yellen. >> we can't count on that, sue. you just take your question when you're called. you raise your hand and you're either in or you're out here. but this is an important day here, the beginning of the yellen era. this is the term when the economy and the rates are supposed to normalize. here's on the yellen agenda. end qe. reduce the balance sheet sometime after that. begin heightening rates the expectation in the market. sometime in the second quarter of '15. and then normalize rates. those last two are two separate processes. take a look at this graph. where does she start? she starts with zero rates. 1.1% inflation. and 6.7% unemployment rate. where does she have to go? on rates she goes to 4. on inflation up to 2 and unemployment down to 5.5%. this is what's supposed to happen. this is the longer-run outlook. watch for those numbers today and see what the longer-run outlook is when we get the forecast for the fede

steve's position i understand.but if we were to deconstruct each thing steve said, that means that either putin withdraws from crimea or there are no negotiations. i maintain there are no negotiations with all of the provocations every day -- snipers, the tail wagging the dog -- we could get to work. we have to begin negotiations. it does not begin with putin, after what he did this week, saying nevermind, i sent crimea back to ukraine. >> i agree that getting crimea's status changed is not the primary focus of policy right now. and sanctions are not going to do it, for exactly the reason ian mentioned. the sanctions are really meant to symbolize western alarm. steve is right also that we need to know how we got into this crisis. how we got into it is that putin had a strategy for bringing ukraine into his orbit, and it blew up in his face. it could not be sustained in ukraine itself. he sought an economic subordination of ukraine to russia. the only way in which he thought you could control the popular response th

and our favorite guy steve liesman. steve. >> the federal reserve tapering by $10 billion, bringing the amount of mortgage-backed securities it will purchase and total securities to 55 billion. 25 billion in mortgage-backed securities. 30 billion of treasuries. dropping the 6 1/2% unemployment target as a threshold for when the federal reserve might raise rates. the new language is that in determining how long to maintain low rates the committee will assess progress, both realized and expected toward its objective of maximum employment and 2% inflation. it's going to take into account a wide range of information including, and here's the new test, measures of labor market conditions, inflation pressures, inflation expectations, and readings on financial developments. now, the fed saying it's appropriate to maintain low rates "for a considerable time after the asset purchases ends, especially if inflation is below the 2% target." even after employment and inflation returns to what they consider to be their manndate level

abc's aviation consultant steve ganyard joins from us tokyo. to david, what happens now?ow do they go about trying to determine for certain if this is connected to the plane? >> they're going to be taking some pictures if they get over this wreckage that has been spotted from the satellite, take some pictures. the pictures will give us a much better sense of whether or not this is actually wreckage. one of our experts warns that 78 feet is a pretty big piece for a plane, depending on how it hit the water, as steve ganyard would tell you, if it hits straight into the water it would pulverize. to get a big piece that would skip along the water and break up, too early to tell. these pictures should give us a much better indication. the australians have asked a merchant ship to get into this area and see what they can actually see up close. >> steve, i was going to ask you about that. if this does turn out to be connected to the plane, what do we know more now about, what does it tell us about what happened? >> it tells us that the airplane's finally down and we're on our way
