casey stiegel is live for us in dallas. casey, the numbers don't look good. >> reporter: jon, they don't. the number of infections continue to climb and a new death is reported here in dallas county just in the last week. the death toll continues to go up on this. really dallas has been considered the epicenter for this outbreak. take a look at the map and you can see all of the numbers that we're talking about from the centers for disease control and prevention. more than 3100 human cases now of west nile virus have been reported across the u.s. more than 1200 of those here in the lone star state. you can see mississippi, michigan, oklahoma, and louisiana are the top five states now with the highest concentration of cases. 134 people have died in this country. 50 of those victims in texas, making this the deadliest west nile outbreak in u.s. history. the virus of course spread to humans who are bitten by infected mosquitos. the elderly and children are typically most at risk but with this particular outbreak doctors notice

casey stiegel is live in new orleans. president will be there later today. mitt romney was there a few days ago. what will see when he is there? >> reporter: martha, air force one scheduled to touch down at the new orleans airport at 4:30 local time that is 5:30 earn. he is scheduled to go over to st. john the baptist parish. a community that we heard about a lot of the past several days. it had a lot of damage. a lot of flooding. we saw high water rescues. a number of evacuations. it is 30 miles west of here. as we've been saying the city of new orleans fared hurricane isaac quite well but it was the lower lying parishes to the north, south, east, west, all around is that were hard-hit. at this hour, martha, 155,000 people are still without power that is about 7% of the state of louisiana, martha. martha: boy, incredible pictures. so are some people finally being allowed to go back to their homes today, casey? >> reporter: they are and a lot of them have to go in by boat especially over in the area of plaquemines parish which is just about enit miles up the

casey stiegel live in new orleans with more. casey talk to us a little bit about the progress some of the crews are making. >> reporter: jenna, i don't know if you can hear it but actually a chainsaw started up over in the distance and we're start to really see progress in in terms of crews out not just in new orleans but all of the parishes around us where we saw significant amounts of damage. they're getting downed trees out of the way. they're trying to clear up some of the roads so people are able to start getting back into their homes. though frankly some people, still have to get to their homes by boat. that is what we're seeing in plaquemines parish. of course one of the areas hardest hit after a levee overtopped there. it was not one of these federally-made levee that was put in after hurricane katrina. it was a community built-earthen levee that was overtopping and inundated the community of brathwaite. some of those evacuation orders were lifted. people going in with police escort. going in by boat. people saw water le

casey stiegel live in louisiana with more on all this. casey. >> reporter: if i see some of those alligators or snakes i'm out of here. we are at a fema disaster recovery center right back here behind me in plaquemines parish which as you know one of the hardest hit areas of isaac. this is one of five of these centers that are set up in the region. and it is really difficult to go live from inside of there because the feds want to protect the privacy of victims who have come here and who are grieving it in many ways. they lost their homes and need assistance from the federal government. there are a lot of things folks can do. we've seen them coming in and out of here all morning long. they can go in there and get assistance for applying for special loans. either to clean up their property or to rebuild. they can get a hot meal, breakfast, lunch, dinner being served inside. temporary housing assistance also available for people who live in neighborhoods like this. brathwaite, neighborhoods that are still underwater and maybe they have to s
