live from stockton, california. this is "special report." i'm bret baier.re in stockton this evening because it is the largest american city to declare bankruptcy ever. it joins a growing list of cities that through bad debts, bad investment, or bad management have been forced to declare bankruptcy. there are many more cities or counties that seem headed in that direction. california is hard hit. most seem to surround long-term contracts made in the boom years there is a lot of focus on city overspending. people here in stockton are livid about the city borrowing money to fund this multimillion dollar arena right behind me. also a city parking gar ran. minor league ballpark. down the delta, marina. all of these city assets were supposed to make money here. they never did. we'll talk more about what it's like to live in and run a bankrupt city. that is a bit later. we begin 6,000 miles from here with mitt romney in europe. the boat agrees. the reviews of the trip have been in the main stream media, mostly bad. today, governor romney and his people had plenty

it'll be this section that's closed right at stockton and geary where the closure will begin. and that is on monday. but this weekend, starting on saturday, they will start reorganizing and recruiting the side streets to deal with the closure. driving around union square, a crowded area, bustling with tourists and shopper, is going to get a lot more difficult. starting monday, a 2-block section of stockton street, past macy's, crate and barrel, and the apple store, will be closed to traffic for nearly five years for construction on the central subway. this map shows the portion of stockton street that will close down running from geary street to ellis. now the thousands of cars that use it each day will be forced to take a different route. traffic will be rerouted onto post or grant, which will temporarily become a 2-way. >> reporter: major stores along stoktip will remain -- stockton will remain open as construction of the tunnel continues. and while the roads will be congested, so will the sidewalks. they will remain open but will likely be narrowed to aid construction. ther

stockton is one of thee city to declare bankruptcy.safety employees were costing city on average $150,000 each per year. vice mayor miller is joining us on the phone. >> thank you for having me. why has stockton run out of options at this point. is there any way to bypass bankruptcy. ? >> no. if there a way we would have opted for it the council made conditions. reduced our work force and cut pay and benefits through elections and imposing them and we ran out of options and nothing else to do tprotect the people that live here. we heard about the hefty benefit package and how did it get to that point where they collected so much. >> it happened over a 10-year period . during the 1990s and stockton is not alone in this. cities all over our state especially ramped up enhanced pensions. and increased benefits and one of the benefits that stockton granted to the employees that ended up really being. the largest single problem. we granted free lifetime military benefits to the retirees. that is a perk there. no doubt about that. >> somethin
