high rents is a constant exactly for small businesses and storefronts.and use and mer mying requirements. in some place they are put in use with the intention to prevent something, but in other cases, it wasn't put in place with the intention of preventing it or slowing it down, but they do slow it down. the demographic shift in san francisco have been a challenge for certain kinds of businesses, and the public realm challenges, like, cleanliness, safety, the presence of homeless encampments. so what are businesses doing? the consultants found, you know, a lot of evidence that businesses are already adjusting, that businesses are working really hard to adjust to those changes, and they're doing a lot of things that you've seen to decrease labor, fast, casual, sort of over the counter. they're doing a lot of things to increase revenue streams. they're doing a lot of delivery. you can see more examples when you get into the report, but there's a lot of effort. that said, not everybody business is going to be able to adjust or is able to adjust fast enough.

why so many vacant storefronts on the street level? >> that is a lot of question, all of them good. we contract out the management of our parking garages to private sector companies that have that expertise to manage parking. we do have standards of safety and currenciness we should hold them to. it sounds like work at fifth and mission. with regard to the equipment we have done three or four garages where we are replacing that equipment and putting in more modern equipment that will be more reliable that will reduce the operating cost for some of the operators to let them redirect those costs to enhance security and cleaning. we might not be exactly where we need to be today but we are in the process of changing out that equipment as we speak. the civic center garage from here is happening right now. with regard to the storefronts that we recently brought in some retail brokerage experts to get those spaces filled. it drives me crazy to go down mission and see empty storefrontses. retail is having a bit of a challenge. people are going on line instead of going to the neighborhood r

notify, communicate with businesses, that there are restrictions around lot sizes and mergers for storefronts on the ground floor. i don't see any other programs doing that for small businesses. i am very concerned that sba27 does not consider all of those factors that our office, the planning department, the small business commission, oawd spent two years negotiating to get through. i just want to, you know, help you understand also how much we have moved forward because also when we passed it we had 100% affordable housing program we passed prior to that. i wanted to eliminate condition use for that program was met with resistance. to this day we don't have a true 100% affordable program under the density bonus where you don't have a cu. there is a modified cu for that. i would say what we were working on years ago was reasonable. we wanted to capture the value of the benefits we are giving to developers at that time. now here we are. i do think it is extreme for san francisco. my since this bill is in the pro since, it hasn't gone to smithty. it can be amended. i urge amendments to ensure
