first of all i want to compliment administrator strickland because i think he like no other administrator before him actually reached out to the industry to try to understand the nature of the technology, to try to understand what could be possible. not that it needed to be in regulation but to stretch their thinking about the possibilities i think he was very receptive to that. now from that point going forward i think not just nhtsa that all government administrations or government agencies that work in this space need to reach out to industry, reach out to the consumer electronics sector, reach out to academia because there are a lot of players in this space and all of us have a piece of the equation. it needs to be more collaborative. it's not like the old days where we were off in our separate corners and then we came out fighting. what must happen is that we work together to achieve the best solution for everyone concerned. industry, government and ultimately the consumer. >> i would like to echo what andrew just said about david. he was an incredibly accessible guide, and is, kind

mayor strickland? just wants to add that. >> thank you very much.i know we often talk about young people in college and career track, but is the department of labor doing noig address what i'm calling the people of a certain age; not old enough to retire yet, but definitely still very employable, but find themselves unemployed because of a recession or a changing economy? and how cowe get them into these tracks so they become people who are producing and a very vibrant part of the middle class like they were before they were unemployed? >> i think that's a great point. and, actually, ben segal, my colleague from the employment and training administration, a couple weeks ago organized a round table with the secretary with about 15 long-term unemployed individuals who came in and told really heartbreaking stories. and i know the long-term unemployed is a subject of ongoing conversations that we are definitely having. but i think certainly at the american job centers there are certainly programs that are there to serve or individuals -- to serve indivi

it was done strickland on a merit based system. we felt like we did a very good job. the reduction a special on the bus operator side, the loss of discretion dollars and turning some of those dollars, not all of those dollars, it has been a source of considerable concern by the bus-only operators who took a financial hit in their view through map-21, the loss of the discretionary money has meant that when they have large single investments, like it's time to replace a sizable part of their bus fleet, or any maintenance facility, they do not get a sufficient flow of formula dollars to be able to kabul together enough money to make a significant sizable investment. that's what the discretionary program was for. that maybe something this committee wants to look at a new as they do reauthorization again. >> thank you very much because we all want to see the money spent in the most effective way and whether that means a little more discretion for the agency may i call bush that something we certainly should be taking a look at. thank you, mr. chairman. >> senator tester. >
